The increasing demand for labor in foreign countries provides a perfect chance for labor export. Therefore, Khanh Hoa Provincial authorities are speeding up labor export counseling, recruitment and assistance to attract applicants.
 
High demand
 
According to Khanh Hoa Job Service Center, the job demand in Japan and South Korea is on the high increase with approximately 2,000 vacancies being announced in Khanh Hoa Province. Job positions have expanded and requirements have eased compared with earlier years. 
 
Specifically, job vacancies in Japan are in such fields as mechanics, food processing, construction, agriculture, nursing, packaging and cleaning. Eligibility requirements include high school graduates aged 18 to 35 in good health. The salary ranges from VND30 to 35 million/month (excluding overtime pay). Employees are entitled to full social insurance, health insurance and employment insurance according to the regulations of the Japanese Government. The contract term lasts from 3 to 5 years and can be extended.

Job vacancies in Taiwan are in the industries of electrical engineering and electronics; electric vehicle assembly, packaging, food, mechanics, welding, agriculture, construction, textile and so on. The posts are available for applicants aged 18 to 45 in good health with no qualifications required. The pay is VND20 to 21 million/month. Employees work 5 days/ week and receive grants to support accommodation and food cost together with other employee benefits as regulated. The contract term is 5 years or more and can be extended.
 
According to Chu Van Cong, Director of Khanh Hoa Job Service Center, labor export is a chance for earning higher income. To attract applicants, Khanh Hoa Province has issued a preferential loan support policy pursuant to the Government’s Decree No. 61 dated July 9, 2015 on job creation policies and national employment fund, Joint Circular No. 09 dated June 15, 2016 by the Ministry of Labor, War Invalids & Social Affairs and the Ministry of Finance guiding some articles on contract employment assistance.
 
Those with residency period of 12 months or more in the 2 districts of Khanh Vinh and Khanh Son are provided preferential loans valued the maximum of 100% of the contract employment expense in foreign countries. Regarding employees not eligible for preferential loans, companies sending workers abroad are required to provide support to cover part of their expenses or secure employees' loans without mortgage at suitable interest rates.
 
In addition, to help workers meet adequate requirements for labor export, Khanh Hoa Job Service Center is cooperating with agencies approved the Ministry of Labor to open foreign language courses, in-person and online, in Khanh Hoa to save travel cost.
 
Strengthening propaganda, counseling and recruitment
 
Khanh Hoa Department of Labor, War Invalids & Social Affairs has connected and worked with reputable enterprises licensed by the Ministry of Labor, Invalids and Social Affairs to provide counseling, orientation, training and recruitment for overseas employment; worked with localities to boost propaganda for labor export. Furthermore, the Department has also directed vocational schools to focus on recruiting, training and opening classes on foreign languages and necessary vocational skills for workers prior to their leaving for overseas work.
 
Moreover, Khanh Hoa Job Service Center has strengthened propaganda and counseling in a variety of ways, including providing direct counseling at vocational schools and high schools in the province; expanding job fairs to combine counseling, career orientation and labor export; applying information technology and using social networks in propaganda; attracting hundreds of applicants; according to Ta Hong Quang, Director of Khanh Hoa Department of Labor, War Invalids & Social Affairs.
 
The preferential loan without collateral covering 100% of the expenses improves convenience for residents to get involved in labor export. Therefore, the district has directed agencies, organizations, communes and townships to coordinate in propagating the preferential policies as well as mobilize village elders to help raise awareness of labor export benefits among residents, especially young adults, the unemployed or those with low and unstable income, according to Cao Minh Vy, Vice-Chairman of Khanh Son District People's Committee.
