“The green channel”, which is to give priority to the transportation of goods, workers and experts, has been eased. The provincial transport industry has also updated the "green channel" in 3 localities under the social distancing order in compliance with the Prime Minister’s Directive 16.
 
Priority vehicle identification cards issued 
 
On July 19, Khanh Hoa Department of Transport gave guidance of the issuance of identification cards for vehicles running on the "green channel". Accordingly, vehicles eligible for priority identification cards through the "green channel" include vehicles transporting essential goods and supplies for social security; production, trading, export; medical biological products and equipment for epidemic prevention and control...; automobiles transporting workers, laborers and experts serving business activities running to, from or through areas under blockade and isolation or clusters of Covid-19 infections.

Vehicles carrying goods will be prioritized to run on the “green channel”(National Highway 1 through Van Ninh).
 
 
Transport operators applying for priority vehicle identification cards through the "green channel" are required to register and fill out forms at the website: luongsinh.drvn.gov.vn. The cards with QR codes will be printed out on A5 size paper that sticks on the front and A4 size paper on door screens to facilitate inspection and avoid traffic congestion.
 
According to Nguyen Xuan Thu, Deputy Chief of the Transport Management Office, Department of Transport, the "green channel" is to facilitate the transportation of goods through cities and provinces under the social distancing order in compliance with the Prime Minister’s Directive 16. The registration process for the identification cards is simple with clear instruction.
 
Apart from the Ministry of Health’s Covid-19 regulations, cargo transport operators must undertake to take legal responsibility for the accuracy of information provided for priority vehicle identification cards, at interdisciplinary checkpoints and for Department of Transport during travel; monitor and ensure vehicles operate through the right "green channel" as registered.
 
“Green channel” established in 3 localities under social distancing restrictions
 
QR codes on priority vehicle identification cards through "green channel" will automatically turn invalid in the following cases. Identification cards expire; vehicles operate in the wrong way registered; the issuing agency detects that the transport unit has given false information.
 
Nguyen Van Dan, Director of Khanh Hoa Department of Transport says the national “green channel” has been updated on the app system, including roads running through Khanh Hoa Province such as the National Highway 1, National Highway 1C, National Highway 26, National Highway 26B, National Highway 27C and National Highway 27B. Transport operators can easily access and choose priority routes.
 
3 localities, namely Nha Trang, Ninh Hoa and Van Ninh, are presently under the social distancing restrictions in compliance with the Prime Minister’s Directive 16. In order to facilitate the transportation of essential goods, workers, experts, etc. in localities under the social distancing, the Department of Transportation will build and update the interprovincial "green channel" route on the national system.
 
Reportedly, the 3 localities under the social distancing will be given priority during the establishment of the green channel for transport. The Department will collect ideas from the localities about the roads linking to national highways on which vehicles are prioritized. 
 
Consideration for the “green channel” will be given to Nguyen Tat Thanh St., Vo Nguyen Giap St., National Highway 1C, Nguyen Xien St. and Provincial Road 3 (Nha Trang) linked with the National Highway 1; Provincial Road 5,  Provincial Road 7, Provincial Road 8, Provincial Road 1A, Provincial Road 1B, STX Road, etc. (Ninh Hoa) linked with the National Highway 1, National Highway 26 and National Highway 26B; Xuan Son Provincial Road, Nguyen Hue Provincial Road, Road to Dam Mon, etc. (Van Ninh) linked to the national “green channel”.
 
The Ministry of Health sent an urgent document on July 19 to the Ministries of Industry and Trade, Transport, Public Security, Central Youth Union and People's Committees of provinces and cities requesting that drivers and assistants of vehicles transporting goods within provinces and cities currently under the Directive 16’s social distancing order or restrictions at higher level would not necessarily show certificates of negative SARS-CoV-2. Drivers moving from areas under social distancing or blockade to adjacent localities under restrictions at lower levels must present certificates of negative SARS-CoV-2 taken within 72 hours from the departure.
