The Government has issued Decree 07 regulating multidimensional poverty standards for the period 2021 – 2025. 
 
According to Pham Thi Xuan Trang, Director of Khanh Hoa Department of Labor, War Invalids & Social Affairs, multidimensional poverty approach continues to be applied nationwide from January 1, 2021 in accordance with the Prime Minister’s Decision No. 59 dated November 19, 2015.
 
The multidimensional poverty index for the 2022 – 2025 period mentions income and access to basic social services. Specifically, the income is VND1 million/person/month in rural areas and VND2 million million/person/month in urban areas.
 
Basic social services include work, medical care, education, accommodation, water supply and sanitation; and information. 12 indicators measuring levels of deprivation of access to basic social services are work, dependent family members; nutrition; health insurance; adults’ education level; children’s school attendance; housing quality; average housing area per capita; residential water sources; hygienic conditions; telecom services; and means for information access.
 
The standards of poor households in rural areas are a monthly per capita income of VND1.5 million or less and deprivation of 3 or more basic social services. The standards of poor households in urban areas are a monthly per capita income of VND2 million or less and deprivation of 3 more basic social services.
 
The standards of marginally poor households in rural areas are monthly per capita income of VND1.5 million or less and deprivation of less than 3 basic social services. The standards of marginally poor households in urban areas are a monthly per capita income of VND2 million or less and deprivation of less than 3 basic social services.
 
Households with average living standards are those with a monthly per capita income of VND1.5 – 2.25 million in rural areas; and VND2 – 3 million in urban areas. The Decree 07 will take effect as from March 15.
 
There were 6,968 poor households in 2020, down by 2.09% (3,175 households). In 2021, to continue cutting poverty, local agencies and authorities need to enhance the Party leadership, mobilization of all citizens and the entire political system to meet the national targets on poverty alleviation; and implement poverty alleviation policies, specifically on diversification of funding sources; vocational training and job creation link; promotion of agriculture, forestry and fisheries; expansion of production development models for poor households.
 
In addition, innovation in propaganda is required to clearly state purposes of the policies to create opportunities for residents to get out of poverty sustainably and be aware of their poverty as burdens on society and thus pull themselves up by their own bootstraps to escape poverty and improve living standards.
 
Last but not least, localities will continue giving support to disadvantaged and ethnic minority communities; and investing in infrastructures and facilities, especially necessities for production and daily life. The investment is required to effectively empower the poor to expand production and business so as to lift themselves out of poverty sustainably, says Pham Thi Xuan Trang.
