The urban appearance of Nha Trang City in particular and Khanh Hoa Province in general has enhanced significantly towards civilized and modern urban standards after 5 years of implementation of Decision No. 05 dated July 11, 2016 by Khanh Hoa Party Executive Committee, 17th session, on an urban development program in Khanh Hoa, period 2016 – 2020. 
 
Satisfactory results
 
Khanh Hoa People’s Committee issues plans every year to effectively implement the urban development program in Khanh Hoa till 2020 and vision till 2030. Accordingly, People’s Committees of districts and towns develop urban development programs based on the plans to adapt to specific socioeconomic growth conditions.

According to the leader of Khanh Hoa Department of Construction, the urban development investment has focused on 4 main groups of work, including construction infrastructures, resettlement and housing areas; and social infrastructures. Khanh Hoa has had 65 urban planning projects, including 23 approved and 24 under construction with total implemented funding of approximately VND64.98 billion/ VND214.08 billion. As for technical infrastructures, according to approved programs, Khanh Hoa has had 356 projects, including 211 completed and underway with a total funding of some VND49,848 billion/ VND113,157 billion. As for new urban areas, resettlement and housing areas under approved programs, Khanh Hoa has had 98 projects, including 77 completed and under construction so far.
 
Tran Nam Binh, Vice-Director of Khanh Hoa Department of Construction says the urban development program, period 2016 – 2020, focuses investment on urban development towards the target of Khanh Hoa becoming a centrally-governed type 1 city by 2025 with Nha Trang City as a development nucleus and Khanh Hoa as a civilized and modern urban area, an international standard center of tourism with good environmental quality. Based on assigned criteria, Provincial People’s Committee has directed the Department of Construction to cooperate with relevant agencies to survey and assess achievements. Accordingly, Khanh Hoa has gained 67.8 scores on the scoring scale from 75 to 100 scores.
 
Continued call for community participation 
 
The urban development program has reached some basic criteria such as average floor space in urban areas reaching 22.6m2/person, reinforced and semi-reinforced houses accounting for 97.7% (reinforced houses making up 40%); the ratio of traffic land and construction land in urban areas being 14.8%; 98.2% of urban residents having access to clean water supply; sewerage coverage being 80% in urban areas; 100% of new production establishments with waste water treatment meeting environmental hygiene requirements; public green space reaching 15m²/ person in urban areas and 4.5m²/ person in inner cities and towns.
 
According to the evaluation of Khanh Hoa People’s Committee, the provincial urban development program, period 2016 – 2020, has basically achieved targets set in the Resolution No. 05. However, besides achievements, some shortcomings that need improving in the coming time include limited provincial budget and severe impacts caused by the Typhoon Damrey in December in 2017, resulting the failure to meet urban development criteria in Van Ninh District and Ninh Hoa Town; high cost for site clearance and compensation, changes in labor and pay policies affecting funding resources, investment capacity and project implementation time. Khanh Hoa has national standard technical facilities such as airports, seaports, roads and railway but the conflict between the development of infrastructures and economic sectors has posed some problems that need solving. The mobilization of resources and economic sectors, in the implementation of the program especially in health care, education and sports, is still limited.
 
From now to the end of 2020, the province will have preferential policies to create favorable conditions for economic sectors to get engaged in construction investment in provincial economic development constructions; continue calling for investment in the construction of urban social, technical infrastructures; service and trade centers; cultural and sports centers; educational and medical works towards community participation promotion; supervision and inspection enhancement with handling of violations of urban planning, urban construction order, land and housing laws. In addition, the province will complete and submit procedures for the recognition of Dien Khanh as a type IV urban area to the Ministry of Construction for approval and recognize areas planned as inner-towns and inner-cities for meeting type V urban standards.
