Khanh Hoa Online Public Service Center has taken full advantages and brought more convenience to users, meeting public service needs while minimizing direct contact during the COVID-19 outbreak.


Minimizing direct contact


The one-door service section of Nha Trang City People’s Committee used to be crowded from 8am to 10:30am on weekdays. However, few people have come there since COVID-19 pandemic, especially when the social distancing order was issued on April 1. Only 2 were seen contacting Khanh Hoa Department of Justice on April 6 and 1 on April 11. The same thing has happened at other one-door service sections of the Department of Natural Resources & Environment, Land Registry Office and Department of Labor, War Invalids & Social Affairs.


During this time, according to Khanh Hoa Online Public Service Center, online service transaction has increased at most of local public agencies. In the first quarter, the center received 112,746 files, including 23,441 online, accounting for 20.79%; online payment transaction on 600 files with more than VND32 million, up by 10 times compared with the year 2018 and 2019.

On April 3-10, online transaction increased to 2,004, making up 44.07%; 82 online payment with nearly VND5 million. The online transaction accounted for 100% at the Management Board of Van Phong Economic Zone, Department of Labor, Ward Invalids & Social Affairs, Department of Culture & Sports, and Khanh Hoa Land Registry Office; from 57% to 98% at Khanh Hoa Department of Agriculture & Rural Development, Department of Industry & Trade, Department of Natural Resources & Environment, Nha Trang City People’s Committee, etc.


Solutions to promote online transaction


In early April, Khanh Hoa Department of Home Affairs, Head of the Management Board of the project on Khanh Hoa Online Public Service Center cooperated with Khanh Hoa Department of Information & Telecommunications, Khanh Hoa Center for information technology and Online Public Service to make all administrative procedures on Khanh Hoa Online Public Service Center available for online filing, postal service and online payment, excluding administrative procedures that require direct contact.


According to Nguyen Van Minh, Chief of Public Administration Reform Office (Department of Home Affairs), before April 1, Khanh Hoa Online Public Service Center had only 140 administrative procedures available for online filing with 190 detailed procedures and 256 procedures available for online payment. Currently, more than 1,900 administrative procedures with more than 2,020 detailed procedures are available for online submission, payment and public postal service together with more than 760 procedures available for online payment.


On April 8, Khanh Hoa Department of Home Affairs guided one-door sections of local agencies to contact with clients with dossiers being assessed or not yet registered for receiving results via public postal service or dossiers submitted before April 15 directly, online or via postal service to get the updated address for registering and receiving results via public postal service and informed of the service fee exemption during the social distancing period. The department has also given guidelines on settlement of online filing.

The Department of Home Affairs has also asked Khanh Hoa Post Office to ensure the quality of public postal services in terms of the receipt of dossiers and return of results, focusing on dossiers with registered addresses outside Khanh Hoa Province; The People’s Committee at district level to instruct the commune level to organize locations with Internet-accessed devices for giving support for online public services, public postal service registry, online payment; receipt for the receipt of dossiers and return of results; and and file attachment via clients’ online accounts .

Local departments and agencies are required to continue receiving dossiers and returning results but maintaining social distancing to prevent the spread of the virus and simultaneously propagandize Khanh Hoa People's Committee’s Guidance. The district-level People's Committees has urgently distributed leaflets guiding online public services to communes and provide professional support for cadres and civil servants; and visual propaganda in online public service support locations.


A resident named Pham Van Nghia, Vinh Hai Ward, Nha Trang City submitted files on inheritance, mortgage registry and land use right transfer in early April. The online transaction was fast, convenient, transparent and safe during the pandemic, he said.

Another resident named Luu Diem Thuy Trang, Tan Phuoc Nam Village, Van Phuoc Commune; Van Ninh District confirms although living near the commune People’s Committee, she prefers online filing because of its convenience. After getting online filing guidance, she has helped her younger brother to apply for his certificate of non-marriage online.


Together with making all administrative procedures on Khanh Hoa Online Public Service Center available for online completion, boosting propaganda and support for users of online service has helped change administrative processing behavior in a sustainable way. In the coming time, Khanh Hoa Online Public Service will continue upgrading technical infrastructures and providing professional training to meet the increasing online transaction need, according to Nguyen Van Minh.
