Nha Trang City Traffic and Security Police Unit in cooperation with the criminal police, anti-drug police, commune and ward police and medical officials launched an inspection campaign targeted at drivers or motorcyclists under the influence of alcohol or drugs on June 6. The inspection focused in the city center, especially at coach stations, bars, discotheques, restaurants, etc.
 
The leader of Nha Trang City Traffic and Security Police Unit says the inspection began on main streets, namely Tran Phu, Pham Van Dong, Nguyen Tat Thanh and Nguyen Thi Minh Khai and the traffic patrol have been maintained twice a week along each street.

From June 6 till now, 100 vehicles, including 30 cars, have been stopped at random for breath alcohol tests. 18 cases have been caught violating the alcohol limits and given penalties for alcohol offences. No drugged driving has been found.
 
The inspection has been well implemented after the first 10 days of the campaign. Most drivers and motorcyclists complied with the demand for alcohol breath tests. However, some still refused to blow into breathalyzers.
 
Besides imposing fines, the local authority has also boosted propaganda to raise public awareness of traffic safety, according to Lieutenant-colonel Le Buu Tho, Vice-Head of Nha Trang City Traffic and Security Police Unit.
 
Reportedly, the inspection is expected to expand to restaurants and café. As planned, from early June to December 20, drug use violators will be named and reported to their working places for better management as regulated.
 
The Government’s Decree 46 defines administrative penalties for road traffic offences and rail transport offences. Accordingly, a fine of VND2,000,000 - VND3,000,000 shall be imposed upon a car driver under the influence of alcohol; driving licenses shall be revoked for 2 months. A fine of VND7,000,000 – VND8,000,000 shall be imposed upon a driver under the influence of alcohol and the alcohol content in blood or breath exceeds 50-80mg per 100 ml of blood or 0.25-0.4mg per liter of breath; driving licenses shall be revoked for 3-5 months. A fine of VND16,000,000 – VND18,000,000 shall be imposed upon a driver under the influence of alcohol and the alcohol content in blood or breath exceeds 80mg per 100ml of blood or 0.4mg per liter of breath; driving licenses shall be revoked for 4-6 months.
 
A fine of VND1,000,000-VND2,000,000 shall be imposed upon a motorcyclist under the influence of alcohol and the alcohol content in blood or breath exceeds 50-80mg per 100ml of blood or 0.25-0.4mg per liter of breath; driving licenses shall be revoked for 2 months in case of causing an accident. A fine of VND1,000,000 – VND2,000,000 shall be imposed upon a motorcyclist under the influence of alcohol and the alcohol content in blood or breath exceeds 80 mg per 100ml of blood or 0.4mg per liter of breath; driving licenses shall be revoked for 2 months.
