Integrated coastal zone management (ICZM) is a process for the management of the coast using an integrated approach, regarding all aspects of the coastal zone, in an attempt to achieve sustainability.
ICZM seeks to balance environmental, economic, social, cultural and recreational objectives.
It refers to the integration of terrestrial and marine components as well as many instruments needed to meet these objectives. It also means integration of all relevant policy areas, sectors, and levels of administration.

Nguyen Tac An, Vietnamese Marine Science and Technology Association, says, ICZM plays an important role in assuring integration of all relevant agencies and levels of administration to promote sustainable management of coastal zones.
Over the past 4 decades, ICZM has developed in various ways in many nations worldwide, contributing greatly to economic growth and environmental and social improvement.
The Partnerships in the Environmental Management for the Seas of East Asia (PEMSEA) has successfully implemented GEF-supported ICZM projects in many communities.
ICZM projects which are complete and under way in Vietnam include ICZM demonstration project in Da Nang, ICZM Division site in Quang Nam, Vietnam Netherlands VNICZM project, NOAA-funded ICZM project implemented in Quang Ninh – Hai Phong in the period 2004-2007, etc.
The Prime Minister signed Decision No. 158/2007/GD-TTg on 9 October 2007 approving the ICZM Program for the northern central region and central coastal provinces until 2010 and orientation towards 2020. The national ICZM program is covering 14 coastal provinces in the central region of the country.
Integrated coastal zone management considered as a dynamic, multidisciplinary and iterative process has been utilized in some cities and provinces in Vietnam. It has helped create sustainability contributing to healthy and productive living, allowing for equal distribution of benefits to all people, protecting the local marine environment and so on.
Hong Duy Dong, Deputy Chief of The Sea and Island Management Board (Ministry of Natural Resources and Environment) says more effort is required to promote sustainable ICZM effectiveness through many activities such as raising public awareness of ICZM, increase international ICZM cooperation, developing ICZM in coastal areas, making ICZM development policies, etc.
