More Job Service Centers to be set up

It is forecasted that the number of people in the labour force aged 15 by 2010 is 899.844 (in urban area: 555,687; in rural area: 344,157). By 2020, this number will reach 989,828 (in urban area: 692,879; in rural area: 269,949). Meanwhile, the estimated demand for labour in economic sectors in 2007 531,767 persons; this number is 556,268 by 2010; the figure is estimated at 623,020 by 2020.

The demand for labour in all the economic sectors has been increasing when the Province has set the targets such as creating work for 25,000 labourers/year in the period 2006 - 2010, sending 1,800 laborers to foreign labor markets; this number will be up by 2020 in addition to the target of reducing its unemployment rate in urban areas to 4.2 percent/year by 2010 and to 4%/year by 2020.

Moreover, labor structure is changing according to the change in the economic structure. It is forecasted that there may be several factors that have impacts on labor market next time. Particularly, in urbanization areas, these impacts are deeper.

More job service centers to be set up

At present, Khanh Hoa province has 3 job introduction centers. In order to shorten the distance between the demand and the need for labour, the system of job introduction centers has been considered and planned by 2010 and 2020.

Accordingly, Khanh Hoa Province has re-established the Khanh Hoa Job Introduction based on the job service center run by The Department of Labour, War invalids and Social affairs of Khanh Hoa. This will be a key job introduction center of the Province for implementing the work solving program of the Province. In fact, this center has carried out a project to set up 3 job introduction subcenters in Cam Ranh Town, Ninh Hoa and Dien Khanh Districts. By 2010, 2 out of 3 these subcenters will be upgraded into job introduction centers and one more subcenter to be set up in Van Ninh District.

Furthermore, the Provincial Trade union’s job introduction center will also be re - established based on the Provincial Trade union’s job service center. Also, the Southern central and highlands region’s Job Introduction center is planned to re- established based on the job service center of the Southern central region.

Besides, the Nha Trang University, colleges and vocational training schools in the province that meet conditions according to the law’s regulations can establish job service centers to introduce work to students or graduates. Likewise, at economic and industrial zones, businesses can set up job service centers to introduce work to labourers and provide manpower to other businesses in the zones. In addition, associations, unions meeting conditions according to the law’s regulations can also found its own job service centers to take part in labour market.

In conclusion, under the new regulation, there may be a lot of job service centers to be set up. If these centers work well, labour market in Khanh Hoa will become more active.
