Selling price of house and land is continuously increasing. Blocks of flats have been being the selection of many urban citizens, especially of young couples. The newly built flats are considered pretty, comfortable and spacious. The advantages are undeniable but life at blocks of flats is not beautiful like “pink color”.
Multi-floored blocks of flats are no more strange things to urban citizens. It is necessary to build blocks of flats when house and land selling price is continuously going up and people have to think of choosing for themselves a flat at a block. There are still discussing matters about blocks of flats for example: speculation causes false “fever”; when some blocks are still on designs, their flats are fully registered. There are still things to say about blocks of flats but what people concern about is what life at the blocks of flats is like.
Unlike old and narrow collective housing, The flats are now modern, spacious and comfortable. As before, a flat has an area of only 18 – 36m2. A new flat has an average area of about 60m2 with self – contained auxiliary projects. Almost all newly built multi – floored blocks of flats have lifts, playing areas. The architects had learned all trifles when designing to create a convenient living space for owners such as the ventilation and the harmony… Everything has been thought carefully such as where to dig a hole for hygienic garbage so that it makes the shortest way to every household and does not affect life, landscape.
Much of the block of flats’convenience has been told but anyway we should mention about “the block of flats ‘culture” because there are lots of matters coming from life activities. In Nha Trang City, some new blocks like Le Hong Phong block has been very well – organized. Each zone has a chief who constantly reminds everybody to keep life civilized, comes forward and organizes ceremonial days such as: International Children’s day June 1st, Mid – Autumn festival for children… However, there are still existing several aspects that are not good such as: living in a block of flats where there are young couples with their active - aged children who constantly make noise. It is a bad luck on those (especially old people) who have to stand the scene their ceilings become other’s floor. Neighbors usually have to sustain torments with sounds. That hanging out clothing to dry in the sun looks like “advertisement” loses beautiful looking aspect of the streets and houses, especially for those whose owners are away and newsless, the tenants very much lack awareness of keeping block of flat’s culture, throwing rubbish topsy – turvy, making noise…
Blocks of flats often reserve plots for flower planting, paths for children to play and for elderly people to relax. However, they seldom enjoy relaxation. Take Le Hong Phong block of flats, for instance, because of that spacey area, children from outside come in to play football and cause noisiness, especially in the summertime.
Block of flats’ development is an indispensable selection but building of block of flats life style is also a must. It is undeniable that block of flats’ culture exists only when those who live in it are really learnt ones.
As expected, by 2010, the whole province will have additionally built 3,000,000 m2 new housing (invested capital of 6,471 billion VND), reformed over 2,000,000m2 of downgraded housing (total capital of 1,748 billion VND). Separately for Nha Trang city, it will carry out 30 housing projects with the construction of over 2,600,000m2, real total capital of over 3,740 billion VND, solving housing for 19,000 households.
The result of housing project carried out in 2003 (by state – run undertaking) is 754 households with 64,000m2, reaching 25% the plan.
The result of housing project carried out in 2004 (by Khanh Hoa Housing and Business Company) is 293 households with the floored area of 23,280m2.
