This system consists of an ambulance center in the provincial hospital, 24/24 hours on duty and a network of hospitals and dispensaries in district as well as provincial lines.
Dr. Luong Tan Minh, the director of Health service, let us know that the Ambulance center is supposed to receive all calls for 115 over the region. According to Ambulance network diagram, the center is expected to direct, operate and coordinate ambulance task with ambulance transportation corresponding to position, capacity of each region. In case of disaster and masses of accidents, the center will combine with hospitals to mobilize manpower, means to solve and transport victims under the direction of Health Service. As planned, The provincial hospital’s ambulance center is responsible for areas of Nha Trang, Khanh Vinh and all places when required. Cam Ranh Ambulance Center 115 is responsible for Cam Ranh and Khanh Son. Ninh Hoa Ambulance Center 115 is for Ninh Hoa, Van Ninh. In respect of organisation, because of having just been founded, it is combined with ambulance ward of the provincial hospital. After officially founded, the center will come into operation independently in respect of manpower, equipment and transportation means. It is expected to have 3 transportation teams run by this center and 4 health care cadres excluding the driver.
After the year 2007, when the network comes into operation, the center will have 4 ambulance -carrying teams. Each has 4 cadres and 4 ambulance cars 24/24 hours on duty. At district line, ambulance 115 will be combined with ambulance of district hospitals on base of strengthening manpower, means. As planned, each district will be strengthened with an ambulance team and an ambulance – carrying team in coordination with movable ambulance team of the hospital to carry out the work over the region under the director’s commands of the hospital as well as the center 115.
At regional dispensary, an ambulance team including 2 cadres is supposed to be in charge of carrying out ambulance task and transporting those who need ambulance when necessary. Village medicine stations use existing manpower to do ambulance task under the requests of district ambulance center and provincial ambulance center 115. At first, medicine stations on axes of national highway and provincial road (except for those belonging to town areas) will be equipped with common motors to implement first – aid on the spot before supported by district and provincial lines.
In respect of equipment and means to serve ambulance, the center 115 has 3 ambulance cars; district center has one; each local dispensary has one motor. They are 24/24 on duty. Medical instruments and equipment accompanied with ambulance cars consist of 23 items necessary for ambulance.
According to the estimation of Health branch, to make it come into operation, it requires an expenditure of over 24 billion dongs to meet demands for basic construction, equipment, transportation means and manpower training. “At first, we hope that functional agencies will help push up the pace of construction at the provincial hospital, especially the hall and pharmacial department so that we can deploy the ambulance center. In fact, so slow has the progress of construction at the hospital been that it has an bad effect on the operation of the hospital, in which on the deployment of the center 115.”Dr. Nguyen Manh Tien made known.
