Coming back to Xuan Son Commune after 10 years of building new rural area, we felt the change of this land. It has become more prosperous. VND42 billion has been poured to improve infrastructure of the commune. In addition, the commune has paid attention to developing production and raise income by changing structure of plants and animals, exploiting the resource of granite to develop industry in the commune, and creating jobs for local laborers. According to Do Van Thang, Chairman of Xuan Son Commune People’s Committee, by July, 2018, the commune has been qualified for 19/19 norms of a rural area. Despite serve damages by the storm in end 2017, the commune has repaired the damage and reached the norms. Till June, 2018, Xuan Son Commune has lowered its rate of poor households to 4.35% and reached VND35.62 million/person/year in income of local people.

Not only Xuan Son, most of communes in the district have invested in infrastructure to better thair appearance. From 2012 up to now, Van Ninh District has poured more than VND205 billion to build, repair and upgrade hundreds of traffic, irrigational and educational works. The district also has changed forms of production, mechanized production, etc. The district now has 17 cooperatives and 18 cooperative groups in planting, breeding, service, etc., which has partly raised farm product value, created jobs for rural laborers, increased income for locals, etc. Up to now, the whole province has three communes qualified for new rural areas, namely Van Thang, Van Luong and Van Hung. The rate of laborers having frequent jobs is 98%. The rate of local people having medical insurance is 85%. 11 communes reached medical standard. The district is expected to have three more communes recognized as new rural areas, namely Van Phu, Van Binh and Xuan Son by end 2018, raising the number of communes as new rural areas to 6. By 2020, two other communes Van Tho and Van Phuoc are planned to be new rural areas.
Vo Luc Pham, Vice-chairman of Van Ninh District People’s Committee, comfirmed that after 10 years under the new rural area building program, the appearance of rural areas in the district has changed; systems of power, roads, schools and stations have been set up basically. It has helped the economy of Van Ninh District thrive more, stepped up the increase in agricultural value, decreased the rate of poor households and improve the local living.
To fulfill targets of the new rural area building program, Van Ninh District has a lot of measures, focusing on norms of income, poor households, etc, effective production models, vocational training for rural laborers, essential works for people in rural areas.
