Paying attention to investment in cultural and sports institutions

The construction and development of cultural and sports institutions in Khanh Hoa Province in recent years have partly met the needs of the public. However, it requires strategic plans in order for these institutions to develop more simultaneously and effectively at large scale.

Basically meet the needs
 
In recent years, Ninh Binh Commune (Ninh Hoa Town) has tried to improve the efficiency of the existing cultural and sports institutions and to build some new works to improve spiritual life and health of local people. The commune planned land fund for culture and sports at commune level and in 8 villages with a total area of 51,407m2. Currently, the commune has 1 football field, 1 children's playground, 8 volleyball courts, 12 badminton courts, 14 places for morning exercise. The Commune People's Committee built the commune Culture and Sports Center with an area of 21,292m2; 8 cultural houses and sports areas meeting new rural standards in 8 villages.

According to Luong Ngoc Viet, chairman of Ninh Binh Commune People's Committee, the existing system of cultural and sports institutions in the locality basically meet the needs for play and cultural activities of children and local people. The cultural and sports buildings serve as the places for meetings, conferences, music shows, and sports contests, etc.
 
The province now has 1 province-level culture-cinema center; 8 district-level culture-sports centers; 91 out of 136 communes, wards and towns with commune-level culture-sports centers; 593 out of 968 hamlets with cultural houses; about 300 karaoke parlors and 1 private museum. Besides, military units, schools, businesses, youth unions, women’s associations, war veterans’ associations, and so on have built up their cultural institutions, which help to create diverse activities for the people.
 
Strategic vision
 
In general, the cultural and sports institutions in the province have been shaped; their functions have been brought into play, which basically meets the people's needs for learning and recreation. However, there are still problems such as time-worn facilities; unattractive mechanism and policies for investment and development of cultural and sports institutions and activities; and limited funds for new recreational places and cultural and sports institutions. 
 
According to Nguyen Van Thien, director of the provincial Department of Culture and Sports, in order to fulfill the goals of developing culture and sports in the long-term vision to 2045, it is necessary to include the investment and construction of some works with scales suitable for events at national and international levels in the planning of the province and Nha Trang City. Currently, the department is helping  the provincial People's Committee make policies for projects from the state budget, including: the provincial museum; provincial digital and automated library; performing arts center; provincial culture - exhibition center; application of digital technology at the provincial museum; Truong Sa Museum; Yersin Museum; provincial sports complex. The province will also call for investments in large-scale and modern culture-sports institutions from non-state budget sources in Cam Lam New Urban Area and Van Phong Economic Zone.
 
The proposed works of the provincial Department of Culture and Sports are the major ones designed to match the development of the province when it becomes a centrally run city in 2030. The proposal is also in line with the planning of the network of cultural and sports establishments for the 2021-2030 period, with a vision to 2045 of the Ministry of Culture, Sports and Tourism.
