Nha Trang's effort to manage cultural and information spheres

Timely tackling violations
 
The interdisciplinary inspection delegation of Nha Trang City’s culture and information sectors recently made inspections about the observation of COVID-19 prevention and control regulations at some karaoke parlors in the city. The inspection delegation made a record of violations in number of people in a room and “5K” motto at Quinter Central karaoke parlor (86 Tran Phu Street).

In 2021, the interdisciplinary inspection delegation of Nha Trang City’s culture and information sectors inspected 26 service establishments, including advertising establishments, karaoke parlors and art performance units. Through the inspections, the delegation advised the city People’s Committee to impose administrative sanctions on three establishments. These establishments were fined for playing music with excessive noise and not notifying the authorities the content of advertising and art performance shows. 
 
Besides administrative regulations, the interdisciplinary inspection delegation of Nha Trang City’s culture and information sectors also often made inspections to ensure establishments obey the regulations on COVID-19 prevention and control. 
 
In addition, the city Department of Culture and Information also carried out inspections and removed 59 advertisement banners violating regulations. The communes and wards in the city inspected and imposed fines on 11 violations with the total money of VND99.1 million; removed 387 being hung in wrong positions;  collected 1,279 advertising leaflets delivered at traffic lights poles; and so on.
 
Enhancing role of grass roots authorities
 
Nha Trang has relatively many establishments of cultural and information services. Meanwhile, the limited number of the functional force cannot cover supervision, inspection, and tackling violations. Shortcomings in management at grass roots levels have also contributed in the occurrence of violations. 
 
In order to deal with the shortcomings, in 2022, the province’s culture and information sectors will enhance and improve the effectiveness of management in cultural activities and cultural and advertising services; and impose strict sanctions on violations. 
 
The role and responsibilities of grass roots authorities will be enhanced to manage and handle the violations in cultural and advertising activities in the localities, according to Cao Dinh Trung - Head of Nha Trang Bureau of Culture and Information. Besides, the bureau will open regular training sessions for the civil servants working in culture-society sphere in communes and wards.
