Removing obstacles to promote historical values of Dong Bo Revolutionary Base

The restoration project of Dong Bo Revolutionary Base (Phuoc Dong Commune, Nha Trang City) completed and has been put into operation for nearly seven years. However, so far, this project has not been brought into play as effectively as expected; therefore, it needs to be handed over to Khanh Hoa Provincial Department of Culture and Sports for better management and exploitation.

The restoration project of Dong Bo Revolutionary Base has a total land area of 25 hectares and was implemented from June 2012. Until December 2014, the project was checked and taken over and put into use. The total investment of the project is nearly VND23 billion, including constructions such as gathering hut; memorial steles place; exhibition and working places; garden, trees; walkway to the gathering area; and suspension bridge. The project aims to build and make this place a "living museum" to teach young generations revolutionary tradition. However, after being put into use, due to lack of funds for management, the place has only been maintained and exploited by the Provincial Military Headquarters in cooperation with Hai Dang Co., Ltd. as the instruction by the Provincial People's Committee. However, this cooperation to exploit a public property is not in accordance with the law. Therefore, the Provincial Military Headquarters has sent a document directing the High Command of Military Region 5 to propose the Ministry of National Defense hand over the constructions of the project to the locality.

Recently, Dinh Van Thieu, Vice-Chairman of Khanh Hoa Provincial People's Committee had a meeting with relevant departments and sectors in the province in order to find solutions for the obstacles related to the restoration project of Dong Bo Revolutionary Base. At the meeting, he specifically specified the solution for the overlapping area between defense land and project land, inventory of constructions, and improvement of entrance to the monument. Thieu directed the provincial Department of Culture and Sports to carry out researches on making scientific documents to give rank to Dong Bo Revolutionary Base. It is the policy of the province to hand over the management and exploitation of Dong Bo Revolutionary Base to the provincial Department of Culture and Sports. The handover is expected to complete in the third quarter of 2021.
 
After the handover, the provincial Department of Culture and Sports will repair and renovate some constructions such as artifact exhibition hall, reception area, memorial area, and landscape. In addition, the management and exploitation should be well implemented to contribute to teach visitors, especially young generation, traditions, according to Thieu.
 
Nguyen Thanh Ha, director of Khanh Hoa Provincial Department of Culture and Sports, Dong Bo Revolutionary Base has not been classified as a monument. Relevant departments and sectors should soon remove obstacles to carry out the procedures of ranking this base. Although the handover of the project was intended in 2018 and in 2019 the provincial Department of Culture and Sports issued a document to receive the project, until the present, the handover has still not been carried out yet. If the project is handed over to the department and is directly managed by the provincial Monument Conservation Center, the department will implement the monument ranking; invest in renovation of constructions; cooperate with units and schools to hold sightseeing programs and activities to introduce about the monument.
 
Le Xuan Thom, general director of Hai Dang Co., Ltd., says that it is reasonable to hand over the management of Dong Bo Revolutionary Base to the provincial Department of Culture and Sports. This will help investment, management, and exploitation of the project to be more professional. The company will hand over the already invested constructions without any conditions.
