The Government Office has announced that Deputy Prime Minister Pham Binh Minh has approved a pilot plan to welcome international visitors as proposed earlier by the Ministry of Culture, Sports and Tourism.
 
Accordingly, the trial plan will run in 3 phases. In the first phase starting from November 2021, foreigners may visit Phu Quoc (Kien Giang), Khanh Hoa, Quang Nam, Da Nang and Quang Ninh via charter flights and commercial ones.

In the second phase from January 2022, more visitors will be welcomed via charter and regular commercial flights. After package tours for the first 7 days, travlers can visit many other connected designations in initially Kien Giang, Khanh Hoa, Da Nang, Quang Nam and Quang Ninh and then other localities that have met Covid-19 safety requirements and have proposed welcoming international tourists.
 
In the third phase, Vietnam will be open completely to all international visitors. International visitors, including foreigners and overseas Vietnamese must be fully vaccinated (not applied for children under 12 traveling with parents or guardians) or have recovered from Covid-19 within 6 months; have negative RTPCR/RT-LAMP test results for SARS-CoV-2 taken less than 72 hours before arrival; be covered by medical insurance or tourism insurance including Covid-19 treatment with a minimum of USD50,000; and take package tours provided by travel operators.
