The Ministry of Transport has just given guidance for passenger flights in effective adaption and response to Covid-19. 
 
The resumption of domestic flights would be in 4 phases. Specifically, in the first phase lasting no more than 10 days from October 1, 2021, flights would be resumed with a frequency not exceeding half of that in the first 10 days in April and with empty middle seats to help social distancing on planes.

In the second phase lasting for a maximum of 10 days, the flight frequency must not exceed 70% of the average of the first 10 days in April with no seat distancing required. In the third phase, the flight frequency must not exceed the average of the first 10 days in April with no seat distancing required. Flights in the fourth phase will return to new normal.
 
Besides adhering to the 5K guidance and medical declaration, flight passengers are required to have a negative test result for SARS-CoV-2 taken less than 72 hours before arrival. Those who have been fully vaccinated, recovered from Covid-19 within 6 months or have taken the first dose within 3 weeks are not necessarily tested for the virus before boarding flights.
