Intensifying practicing swimming to prevent drowning

Khanh Hoa Provincial People's Committee lately launched the swimming and drowning prevention movement among all people in the city in 2020. - The plan of the provincial People’s Committee aims to uphold the role and responsibility of the authorities, organizations, schools, and the whole society in promoting the movement of teaching and learning swimming as well as movement of preventing drowning to reduce drowning accidents, especially among children, in Khanh Hoa. 
 
- What is the information about drowning accidents among children in the province and solutions to reduce child drowning accidents?
 
- According to the statistics of the provincial Department of Labor, War Invalids & Social Affairs, 54 drowned children have been reported in Khanh Hoa since 2017. 49 among these drowning accidents happened in public areas and five ones happened at home. Most of the drowning victims didn’t know how to swim or weren’t closely monitored by adults.
 
In order to minimize the number of drowning accidents among children, authorities and sectors at all levels need to intensify propaganda activities to raise awareness of families and communities, and responsibilities of agencies, organizations and individuals in this matter; ensure children's safety in the summer and eliminate the risks of drowning accidents among children; open training courses on safe swimming and skills to rescue drowning people for officials and staff whose work relating to child drowning prevention; open swimming classes for children and equip them with water safety skills. In summer, all sectors and localities need to coordinate to monitor summer activities for children; instruct parents to ensure safety of children at home; promote interdisciplinary cooperation, inspection and examination of child drowning prevention.
 
- Currently, the number of children who can swim in the province is still low due to shortage of swimming pools meanwhile swimming fees at private swimming pools are high. What are the solutions for this matter? 
 
- According to the province’s project to pilot teaching swimming in primary and junior high schools in 2017-2020 period, 16 assembled swimming pools will be installed at schools. At present, 14 out of 16 assembled swimming pools have been installed at schools over the province. The province will continue to complete the project. Besides, localities need to keep promoting public contributions to build swimming pools in order to popularize swimming among children; reserve land to build swimming pools and create conditions for organizations and individuals to invest in mobile swimming pools in places near water, remote areas, or localities where there is a high demand; gradually incorporate swimming into the compulsory physical education program in accordance with the general plan of the Ministry of Education and Training.
