Improving monetary policy for athletes' meals

The money for meals of high-achievement sports coaches and athletes in Khanh Hoa Province has currently been relatively low compared to most of localities in Vietnam. This has partly affected the quality of training, practice, and competition of the coaches and athletes of the provincial sports teams.

This has partly affected the quality of training, practice, and competition of the coaches and athletes of the provincial sports teams.
 
The current monetary policy for coaches’ and athletes’ meals in Khanh Hoa is too low and no longer suitable for the present situation. Under resolution 13/2012 of the provincial People’s Council, the coaches and athletes of Khanh Hoa provincial junior and professional sports teams were given VND70-90 thousand/person/day for daily meals; VND100-130 thousand/person/day for meals during practice; VND130-170 thousand/person/day for meals during tournaments. In 2016, the provincial People’s Council issued resolution No.04 to raise the money for coaches’ and athletes’ meals during practice and tournaments to VND120-200 thousand/person/day. 
 
This monetary policy has remained unchanged since 2016 until present. In 2018, the Ministry of Finance issued Circular No. 61 stipulating the policy for meals of high-performance coaches and athletes. Accordingly, the policy money has been increased to VND175-VND290 thousand/person/day. However, this policy has still not been applied in Khanh Hoa.

At present, Khanh Hoa Province has 55 coaches and 364 athletes of the provincial junior and professional teams of track and field, football, table tennis, martial arts, indoor volleyball, beach volleyball, and sports dance, etc. These coaches and athletes are living, studying and being trained at the provincial Sports Technique Training Center. Besides, there are movement coaches and athletes who have mainly worked and joined activities of the province’s sports associations and will be gathered by the provincial Department of Culture and Sports when there are tournaments. 
 
Every year, the sports teams of Khanh Hoa take part in around 80 national sports contests. If the contests are organized in Khanh Hoa, the province’s sports sector can manage to offer enough support to the provincial teams’ coaches and athletes within the prescribed regulations. However, some sports such as track and field, indoor volleyball, beach volleyball, and junior football contests are often organized in northern provinces and cities. In that case, it is hard to manage with the current monetary policy for coaches and athletes.
 
Reportedly, every year, Khanh Hoa’ track and field team often participate in 3 to 5 contests which are often take place in northern localities of the country. The team’s coaching board has to look for a cheap and affordable accommodation and ensure good nutrition for their athletes. As reported by Le Thai Phuong, head coach of Khanh Hoa’s bodybuilding team, the current prescribed policy money is not enough for the athletes to buy dietary supplements, not to mention functional foods for bodybuilding. Therefore, when participating in the contests, apart from the policy money, the coaches and athletes of the provincial bodybuilding team often have to spend their own money to prepare for the competitions.
 
In order to solve the difficulties of the provincial sports teams and implement Circular No. 61 of the Ministry of Finance, at the end of 2019, Khanh Hoa Provincial Department of Culture and Sports proposed making a new resolution on monetary policy for high-achievement coaches’ and athletes’ meals during training and competition. The proposal suggests applying the highest amount of policy money for coaches and athletes.
