According to Nguyen Tan Trung, Deputy Director of the Department of Information and Communications, the application of advanced technologies in IT and digital transformation has helped facilitate and shorten the digital transformation process in Khanh Hoa. The province has taken initial steps towards the smart service development model. IT infrastructures are considered as foundational infrastructures of the economy and the society, so appropriate investment and development plans need to be continued. The digital transformation and smart city development is taking shape in health care service; education and training; transportation, agriculture; natural resources and environment; tourism, industry and trade.

According to delegates, the cooperation in IT and digital transformation between the 2 localities needs to focus on some contents such as sharing experience in IT management and training, technological solutions and smart city development solutions; developing effective digital government and digital transformation growth models of Saint Petersburg City; assessing local conformity; cooperating and sharing experience in misinformation monitoring and management to ensure cyber security; and boosting comprehensive cooperation relationships between the two localities to facilitate enterprises’ investment in IT.

Vietnamese Ambassador to Russia Dang Minh said, “Khanh Hoa Province and Saint Petersburg City have great potentials for cooperation in IT. I am interested in the smart city presentation by St. Petersburg City’s Committee for External Relations. IT has been widely applied in Saint Petersburg City, bringing considerable achievements in socio-economic management and life. Khanh Hoa Provincial People's Committee has issued the Digital Transformation Plan for the period of 2021 - 2025 with a vision to 2030, specifying the target of rapid and sustainable growth in the digital economy. Khanh Hoa Province is also promoting the construction of digital government, encouraging domestic and foreign businesses to invest in research and application of digital technology in production and business."

With strengths in IT and digital transformation, Saint Petersburg is able to meet Khanh Hoa Province’s demand in the sectors. The two local governments and businesses need a closer connection to promote cooperation in IT and digital transformation, contributing to strengthening the bilateral relationship between Khanh Hoa and Saint Petersburg, says Vyacheslav Kalganov, Vice-Chairman of the Committee for External Relations of St. Petersburg.

According to Dinh Van Thieu, Vice-Chairman of Khanh Hoa Provincial People’s Committee, Khanh Hoa and Saint Petersburg have established and maintained good cooperation relationship for over 15 years. The forum helps agencies and organizations of the two localities to understand more about the potentials, strengths and cooperation possibilities; build connection and find opportunities for cooperation and market expansion, contributing to enhancing IT support in the coming time.
