Khanh Hoa Province needs a large-scale center which both serves as a playground for children and teenagers and helps promote their physical well-being as well as develop essential skills. 
 
Khanh Hoa Provincial People’s Committee has had a meeting, instructing the Department of Natural Resources & Environment to cooperate with the Central Youth Union Investment Project Management Board to complete land allocation procedures for the project implementation.
 
A large-scale center for physical recreation and skill development for teenagers and young people is in need in Khanh Hoa. According to Bui Hoai Nam, Secretary of Khanh Hoa Youth Union, the construction of a youth activity center is essential to provide opportunities for young people to nurture their mental and physical well-being; for clubs to develop activities to promote aptitudes and life skills. This will be one of the projects linked with the Provincial Children's House.

According to Bui Hoai Nam, Secretary of Khanh Hoa Youth Union, in order to meet the actual demand, in 2008, the Secretariat of the Central Youth Union Committee approved the investment in 10 centers for vocational orientation, training and job recommendation for the youth, including one in Khanh Hoa. In 2009, the Secretariat of the Central Youth Union assigned tasks to the investor and allowed the investment preparation for the project of Khanh Hoa Center for vocational orientation, training and job recommendation for the youth. Then the Provincial People's Committee approved in principle the project location in the North Hon Ong Fishery Logistics Service Area (presently North Hon Ong Vocational School, Phuoc Dong Commune, Nha Trang City).

 
In 2011, Khanh Hoa Provincial People’s Committee decided to make adjustments to a 1/500 detailed planning of the North Hon Ong Vocational School, including 2.02ha of a career orientation and vocational training center for the youth. However, the project has been postponed due to lack of funding. In 2015, the Provincial Youth Union proposed the Secretariat of the Central Committee of the Youth Union would consider providing funding to convert the project of the center for vocational training and job recommendation for the youth into a youth activity center.
 
Reportedly, the Secretariat of the Central Youth Union Committee has approved the proposal of the provincial Youth Union. On September 25, 2021, the Prime Minister issued a decision to assign a medium-term public investment plan for the period 2021-2025, allowing the implementation of the VND40 billion Khanh Hoa Youth Activity Center and VND14.9 billion swimming pools for drowning prevention and control among children and teenagers in Khanh Hoa.
 
In December 2021, the Prime Minister issued a decision on public investment capital allocation 2022, including VND9 billion to Khanh Hoa Youth Activity Center and VND6 billion to the swimming pool project for drowning prevention among children and teenagers in Khanh Hoa. “The funding source is now available for the project; however, the land allocation procedure to the investor, the Central Youth Union's Construction Investment Project Management Board, is unfinished," according to Bui Hoai Nam.
