The application of information technology has helped facilitate law propaganda and education in Dien Khanh District, especially during the most severe Covid-19 outbreak.

Nguyen Minh Quang, a judicial and civil status official in Dien Lam Commune has been accustomed to beginning his week with writing law posts for the commune's website and radio broadcast. He has learned video editing from the Internet. His video won the first prize in the 2021 law propaganda video clip competition organized by Dien Khanh District People's Committee.
 
Mass gathering was banned during the most severe Covid-19 outbreak, creating challenges for law propaganda. The situation prompted him to make efforts to create video clips featuring propaganda against the Covid-19 pandemic. He started to search for information, write transcripts and record videos. With only a mobile phone in hand and without experience about creating video clips, he did on the video over and over again for many times. The fruit of the labor is that the video clip has been chosen to be posted on Legal Youtube and Facebook and the commune's website, and broadcasted on the commune radio, earning more than 3,600 views on Facebook and Youtube channels.

The competition for making legal propaganda video clips has also shown enthusiasm and skills of many other individuals and organizations. Currently, the contest entries are still used for propaganda like the video clip about children's rights by Nguyen Ngoc Tuyet Suong at Dien Lam Primary School.
 
Boosting application of information technology
 
Huynh Van Phi, Head of Dien Khanh District Justice Department said that Covid-19 restrictions in the past 2 years has caused difficulties for law propaganda, requiring new ways of propaganda that is more accessible. Therefore, priority has been given to indirect communications via loudspeakers, leaflets, panels, posters; information technology application in law education and propaganda.
 
In 2020 and 2021, the District People's Committee organized the competition to create video clips to propagate the law, encouraging the participation of many agencies and individuals, helping to develop a rich resources of materials for law education and propaganda.
 
In 2021, 22 video clips, including 6 in Dien Lam Commune, passed the preliminary round to be posted on the Legal Youtube channel. Particularly. The video clips are diverse in content (epidemic prevention and control; protection of children's rights; traffic safety; administrative procedures; Vietnam Law Day...) and forms (short dramas, speeches, narrations with illustrations, etc.), attracting nearly 18,800 views. Since 2020, the Legal Youtube channel has received nearly 30,000 views.
 
According to Dang Van Khanh, Deputy Director of the Department of Justice, Dien Khanh District has recently promoted the application of information technology in law education and propaganda. In particular, the competition on law propaganda video clips on Facebook and Youtube has been held for the first time in the district as well as in the province, contributing to the innovation of law education and propaganda, improving public legal awareness.
 
In 2021, Dien Khanh district People's Committee also organized an online contest for mediators, helping to provide knowledge about the constitution; legal documents related to human rights, basic civil rights and obligations, land use; civil and criminal laws; administration; marriage and family; gender equality; domestic violence prevention and control; environmental protection; developed mediation skills at the grassroots level; provided social knowledge, ethics, customs, etc. The first prize went to the mediators' team of Dien Lam Commune.
 
According to Nguyen Minh Quang, in order to effectively propagate the law, in addition to funding and human resources, it is also very important to access local residents’ needs. The propagandist must propagate what they are concerned about  and find out effective and creative ways of communications. In the coming time, he will provide consultancy for the Commune People's Committee to continue posting more video clips about law on social networks such as Zalo, Facebook and Youtube.
 
The application of information technology in the law education and propaganda together with such competitions has contributed to effectively raising pubic legal propaganda, helping to enhance the public orientation, according to Huynh Van Phi.
