Khanh Hoa Provincial People's Committee has just promulgated the provincial administrative reform program for the period of 2021 - 2030, focusing on improving administrative efficiency, law enforcement; promoting public servants and cadres’ professionalism; building and developing e-government and digital government.
 
Continue increasing transparency and integrity of administrative apparatus
 
The basic goal of the province in the next 10 years is to continue building a democratic, professional, modern, streamlined, effective and efficient administrative apparatus, promoting integrity in delivering public service. To achieve the goal, the province will continue improving management and policies to meet modern, integrated, practical requirements and create breakthroughs in mobilizing, allocating and using resources, promoting socio-economic growth.

The province will also reform synchronously and effectively administrative procedures; recommend cutting back cumbersome administrative formalities, simplifying business dossiers; optimizing administrative resolution; improving business investment environment, ensuring fair, equal and transparent competitiveness; and modern interconnected one-door mechanism in administrative formalities. 
 
The province strives to ensure that by 2025, administrative formalities successfully completed or are being managed by State administrative agencies will not necessarily be re-submitted. The rate of online payment transactions will reach 30% or more. 100% of administrative procedures can be handled online at level 3 and 4 and on the National Public Service Portal. The rate of client satisfaction in administrative service will reach at least 90% with at least 85% in the sectors of land, construction and investment; By 2030, the rate of online payment transactions will reach 50% or more. 90% of people, organizations and businesses involved in the e-Government service will get e-identities; The rate of client satisfaction in administrative service will reach at least 95% with at least 90% in the fields of land, construction and investment.
 
The province will complete streamlining administrative apparatus at district, commune, village and quarter levels by 2025; promote decentralization of State management; strengthen and rearrange public service agencies; strive to increase transparency, integrity, transparency, openness and convenience in public servant recruitment and promotion. The rate of client satisfaction with services provided by State administrative agencies will reach at least 90%. By 2030, public service staff receiving salaries from the State budget will further decrease by 10% compared to 2025; expenditure from the budget for public service agencies will be cut by 15% in the period of 2021 - 2025.
 
Building and developing e-government and digital government
 
Another important goal of administrative reform is to effectively build and develop e-government and digital government. The province will continue improving mechanisms and policies to apply information and communications technologies and develop e-government; pilot a project to promote e-residency and service innovation; Digitizing results of administrative procedures, data storage and digital resource exploitation; reorganizing and upgrading the provincial data system with big data technology; applying artificial intelligence in public service quality control; digitalizing administrative procedure settlement results together with electronic ISO integration; deploying electronic ISO in sync with the development of the provincial Online Public Service Center; improving the provincial report integrated with the Government report system; using e-documents (except confidential documents), digital signatures and archiving.
 
The province strives to ensure 100% of online public services at level 4 will go online on various means of access. 100% of people and organizations using online public services are granted e-identification and e-authentication by 2025; 100% of online public services at level 4 will be provided from the province's shared online database by 2030, etc.
 
In order to well implement 32 administrate reform tasks, the Department of Home Affairs will make efforts to provide consultancy for the Provincial People's Committee to improve management efficiency; strengthen discipline and well implement policies on reforming salaries and other benefits, creating a favorable working environment to promote innovation and creativity for the common sake and promote responsibility; have a mechanism to resolutely dismiss public servants and cadres working ineffectively, failing to fulfill their tasks, violating regulations and professional ethics; take the results of administrative reform tasks to evaluate leaders' capacity and public servants’ fulfillment of duties and responsibilities, according to Tran Thu Mai, Director of the Department of Home Affairs.
