Post offices in Nha Trang City began to release allowances and social benefits for July and August  to those entitled on July 23. Covid-19 prevention and control regulations are assured during the payment.
 
In conformity with Covid-19 control regulations
 
The release of monthly allowances to social benefit recipients started at Phuoc Long Ward Community Center at 7 am on July 23. Two staff were to check body temperatures and medical declaration; and make sure the use of face masks, hand washing and social distancing of at least 2 meters between people. 2 postal staff wearing protective gears with face shields, gloves and face masks dealt with the transaction and payment service.

After only 5 minutes completing procedures, 85-year-old Vo Van Chat, Phuoc An, Phuoc Long Ward, received his allowance for July and August. He said, “I am very happy to receive allowance during the hard time. Despite the epidemic outbreak, the authorities still guarantee paying monthly allowances. I used to get VND300,000/ month, which has increased by 60,000 VND/person/month from this July. This amount means a lot to my family.” He and his wife are living with their youngest son who works as a fruit seller. His business has come to a halt, especially during the social distancing period. Their life has thus become much harder. 
 
The release of social allowances for the two months also started at Vinh Truong Ward People’s Committee on the morning of July 23. Pandemic prevention and control regulations, including social distancing, have been assured to avoid gathering during the payment.
 
Le Thi Hai, Truong Son, Vinh Truong Ward, said, “the social distancing due to Covid-19 outbreak has affected many activities, including the payment schedule. However, we all understand and share with the challenges to help with the combat against the pandemic.”
 
Effort to meet payment plan
 
According to Nha Trang City Division of Labor, Invalids & Social Affairs, the city has 10,894 beneficiaries of monthly social allowance totaling more than VND5.3 billion/month. The payment is normally scheduled on the 9th day of every month. However, payment activities were postponed due to the Covid-19 outbreak. The division has coordinated with post offices to release the allowance for 2 months, July and August, on July 23 and 24 in communes, wards or postal transaction sites. The payment will be available at postal transaction sites on July 26 to July 31; or at home on August 1 to 3. Beneficiaries need to sympathize with any inconvenience due to challenges in the current epidemic conditions.
 
Khanh Hoa Post Office has released allowances and benefits to 3 groups of beneficiaries, including the retired, revolutionary contributors and social benefit recipients. During the on-going Covid-19 outbreak, the provincial Post Office has built a suitable payment method. The allowance for July has been fully paid to more than 33,600 people benefiting from retirement pensions, accounting for  98.15% (payment for July and August); more than 3,100 revolutionary contributors, accounting for  94.55%; more than 46,000 social benefit recipients, making up 47.96%.
 
The allowances for 2 months, July and August are being paid to social benefit recipients in Nha Trang City. Other localities have finished the release of allowances for July. The payment for Covid-19 patients and those in quarantine areas and locked-down areas is still pending due to the restrictions. During the transaction for the payment, the pandemic prevention and control regulatory compliances are to be ensured. Besides 137 sites, payment has also made at home for the old and sick with mobility problems to help them cover expenses through the tough time due to Covid-19.
 
“165/662 postal staff in Khanh Hoa Province have been given the first shot of Covid-19 vaccine. I hope, the rest will soon get vaccinated to assure essential and public services in the province,” said Ung Thi Van, Director of Khanh Hoa Post Office.
