The Government’s Decree 10 stipulates passenger vehicles with 9 seats or more, container trucks and tractor-trailers must be equipped with cameras before July 1. The vehicles without cameras will be given fines after July 1. 
 
Nguyen Van Dan, Director of Khanh Hoa Department of Transport said according to the Decree, the cameras are to record and store images on the vehicles during travel. The images are sent to licensing agencies and authorities to ensure transparent supervision. Time limit for retention of these images is at least for the latest 24 hours for automobiles traveling for 500 kilometers at the maximum; and at least for the latest 72 hours for automobiles traveling more than 500 kilometers.
 
The installation of cameras on vehicles is aimed at enhancing the safety of passengers, preventing traffic rule violation such as drowsy driving, the use of mobile phones while driving, overloading and an excessive number of passengers, etc., helping transport management agencies better oversee travel activities, give warnings and avoid common driving offences.
 
Besides, footages transmitted to authorities, including traffic police and inspectors, are used to keep track of driver conduct and prevent driving offences, helping improve passenger transport operation, traffic safety and security.
 
The data stored in the cameras must be in MP4, H.264 or H.265 format; videos stored in a memory cards or camera hardwares must be in 10 frames per second with the resolution at least 720p. They must have clear day and night vision. The data from cameras transmitted to the servers of the transport businesses must be in .JPG standard format with the resolution at least 640x480 pixel.
 
The data recorded and stored in cameras installed on vehicles and in the servers of the transport businesses must not be deleted or changed during the storage period. The transport businesses may decide the location and number of cameras installed on vehicles for complete surveillance of drivers, passenger compartments and doorsteps. The transport businesses and the drivers must not use technical measures, peripheral devices or other measures to interfere with the camera operation, disrupt (or interfere with) the GPS and GSM radio frequency signals or falsify the data of the cameras.
 
There have been about 3,000 transport businesses in the province so far with more than 10,000 vehicles. As soon as the regulation on installing cameras on transport business vehicles was issued, the department sent a document to transport businesses, associations and coach station management agencies to follow the camera installment schedule.
 
The Department has also given guidance for the camera installation. The businesses are required to check camera features and data before installation to ensure that they include the following information: drivers' license numbers, vehicle registration numbers, the location (GPS coordinates) of vehicles and specified time. The department has also recommended transport businesses when signing contracts need to have strict terms about the responsibility of the camera suppliers to ensure the camera type and quality are in accordance with regulations, warranty and maintenance of data transmission to transport businesses and Vietnam Road Administration.
