Together with Covid-19 pandemic, hand foot and mouth disease and dengue are posing unprecedented outbreak risks in Khanh Hoa Province. To prevent overlapping epidemics, Khanh Hoa Provincial People’s Committee has issued a plan on the prevention of infectious diseases 2021.

Bui Xuan Minh, Director of the Department of Health says, the purpose of the plan is to promptly prevent, give warning and respond to emerging and re-emerging diseases; motivate and define Party leaders, authorities, departments, agencies, sectors,  organizations' responsibilities for the prevention of infectious diseases; boost propaganda to raise public awareness of behavior change in epidemic prevention and control; ensure efficient supply of medications, equipment and chemicals for pandemic control at all levels.

The plan has set  the targets: 100% of localities implement the plan on the development of the disease prevention and control; 100% of diseases emerging and virus epicenters are promptly detected and wiped out; 90% of pandemic prevention and control staff are provided related training; 100% of health facilities report using online softwares and other forms; 100% of border quarantine supervision, checks and treatment are ensured; and cases of common infectious diseases drop by 8% compared to the period 2016 - 2020. Specifically, the number of dengue cases per 100,000 population are less than 482; cases of hand, foot and mouth disease under 149; zika under 0.1 cases; viral encephalitis less than 0.4 cases; measles less than 5 cases; diphtheria less than 0.05 cases; tetanus less than 1 case; and no acute diarrhea caused by Asiatic cholera. Influenza A (H5N1, H7N9), Covid-19 and other diseases are promptly monitored, detected and treated.

The Party Committees and authorities at all levels are required to boost the pandemic prevention and control management and supervision. The health sector will strengthen the force of collaborators and volunteers; interdisciplinary coordination and cooperation with unions and organizations in the fight against epidemics, especially dengue, zika, hand, foot and mouth disease, etc at home and in the community; step up the supervision and handling of epidemics from the provincial to commune and ward levels; closely monitor epidemics at medical facilities and in the community, promptly detecting and preventing epidemic outbreaks. In addition, the health sector will maintain vaccination for children under the open vaccination scheme with vaccinated children reaching more than 95%; consolidating mobile teams for epidemic prevention and control; strengthening treatment capacity at grassroots levels; promoting propaganda, etc.

During the unprecedented outbreak, to achieve the dual targets, pandemic control and economic growth, the province has built measures to prevent the spread of the disease from abroad by continuing quarantine for international arrivals; increasing testing capacities; enhancing technological application in contact tracing, medical declaration and propaganda for the compliance with the Ministry of Health's “5K” guidelines and recommendations. Covid-19 vaccination will soon open for all residents when there is a sufficient supply of Covid-19 vaccines.

To prevent and combat dengue and hand, foot and mouth disease, it is essential to increase the involvement of the whole political system. The province has promoted propaganda and sprayed chemicals to kill mosquitoes at home. The health sector has set up hotlines for any inquires to prevent epidemics; eradicated larvae in high risk areas once a week; in places at a high larval density every 2 weeks; and other places once a month. Health facilities have adequately prepared chemicals, equipment and medications for on-the-spot treatment and control, minimizing the mortality rate.
