Khanh Hoa Provincial People’s Committee has just issued a plan to implement poverty alleviation and sustainable social security tasks 2021.
According to Nguyen Thanh Son, Deputy Director of the Department of Labor, War Invalids & Social Affairs, the purpose of the plan is to assure sufficient and efficient implementation of poverty alleviation policies together with the national target program on new rural construction, the national target program on socio-economic development in ethnic minority communities and mountainous areas in Khanh Hoa Province in 2021, striving to reduce the rate of poor households by 0.33% to 1.76% (according to the poverty standard, period 2016 - 2020). Therefore, the Provincial People’s Committee has requested local authorities at all levels to closely boost cooperation to reach poverty reduction targets, ensuring support policies for the poor, contributing to sustainable poverty eradication and social security.
In order to meet poverty eradication targets, the province will continue funding the purchase of medical insurance cards for the poor and marginally poor and ethnic minority people in disadvantaged areas, island communes and coastal areas, giving medical examination to the poor and ethnic minority people and providing meal support for in-patients.
In addition, the province will help improve nutrition of children from poor and marginally poor families; provide assistance for poor ethnic minority women following population policy. Besides, the province will fully implement school fee reduction and exemption policies; provide study grants, scholarships and awards for students from economically disadvantaged backgrounds and in severely disadvantaged communes and villages as regulated; create favorable conditions for poor households, marginally poor households and those newly out of poverty to access credit support policies.
Moreover, the province will well implement support policies on vocational training for rural people; job creation and recommendation; labor export, especially for those from poor households; development of agricultural production and rural services; effectively implement the One Commune One Product (OCOP) Program; promote agriculture, forestry and fishery; guide and expand production development models for poor households for sustainable poverty reduction; implement housing support policies as regulated to improve housing conditions for the poor with priority given to those with elderly people and people with disabilities. Furthermore, the province will widely implement policies on legal aid, continue providing aid for poor households and social policy households for paying electricity bills, etc.
Khanh Hoa Provincial People’s Committee has submitted a proposal on increase of the central budget, period 2021 – 2025, in the 2 provinces of Khanh Son, Khanh Vinh and disadvantaged coastal communes in Khanh Hoa Province. The capital allocation for poverty reduction will begin when related guidance document is issued by the Central Government.
Measures for poverty alleviation and sustainable social security include strengthening the national solidarity and the entire political system; improving poverty reduction propaganda; raising cadres, Party members, residents and poor households’ awareness and responsibility of sustainable development and poverty eradication; promoting self-reliance to escape from poverty; get access to and make good use of support policies and resources from the State and the community; proactively, synchronously and effectively implementing support policies for poor and marginally poor households, especially ethnic minority communities and in mountainous areas; regularly improving care and promoting wellbeing of local residents; continuing well implementing social security policies; closely combine the resources and activities of the sustainable development and poverty reduction program with the national target program on new rural construction, the socio-economic development program in ethnic minority communities and mountainous areas in the province; providing training and enhancing professional competence for poverty alleviation officials; strengthening the State management in the implementation of poverty reduction programs and policies in localities, etc.
