Over the past years, unemployment insurance has supported many people through the tough time without work. Competent agencies will further improve the insurance policy and its superiority in the time to come.
 
Nearly VND400 billion unemployment grants
 
In 2020, the Covid-19 severely impacted local production and business in the province, leaving thousands out of work. During the laid-off period, the insured benefited from unemployment grants as financial aid to struggling workers to look for new jobs.
 
Le Van Bo, Vinh Tho Ward, Nha Trang City, said, “I had worked as a driver for Quang Hanh Trading & Service Company, Ltd. for over 7 years before the Covid-19 crisis. During the time off work, I can get an unemployment grant, over VND2 million/ month, which helps me cover daily expenses.” The man is among 28,600 people losing work in the province from January 2020 to March 30, 2021. They are offered unemployment benefits worth VND400 billion in total.
 
Nguyen Van Kha, Director of Khanh Hoa Job Center said the unemployment insurance provides temporary income when people lose jobs and seek for new ones. The center has boosted the unemployment insurrance policy among employees and businesses; applied information technology, invested in infrastructures, provided insurance agent training; found 4 offices and 2 transaction locations in districts and towns to effectively and conveniently handle unemployment insurance compensation service.
 
Job recommendation focused
 
Over the past years, the Provincial Job Center has focused on job recommendation for those applying for unemployment benefits. More than 2,300 out of 28,600 already recommended jobs have taken new work. Besides, the center has provided vocational consultancy and training support for more than 200 laid-off workers. The center has planned to focus on improving the unemployment insurance application process as well as providing consultancy and creating a link for job-seekers.
 
According to Van Dinh Tri, Deputy Director of the Department of Labor, War Invalids & Social Affairs, the unemployment insurance has proved effective with practical aid. Therefore, in order to continue promoting the superiority of the policy, the Prime Minister has approved the project on improving the capacity and operational efficiency of unemployment compensation agencies. The Provincial People's Committee has also issued a plan to develop the project in the province.
 
In order to fulfill the goals in each stage of the plan, key solutions have been proposed such as getting involved in building unemployment insurance regulations; improving the organizational system to ensure a streamlined, effective, efficient and professional unemployment policy; raising unemployment insurance agents’ capacities; innovating financial mechanism on unemployment insurance, applying information technology in the implementation of unemployment insurance process; and strengthening unemployment insurance inspection.
 

At present, more than 7,000 businesses, agencies and organizations in Khanh Hoa together with 134,900 people with work contracts from 3 months to under 12 months; definite or indefinite time contracts have unemployment insurance.

The Provincial People's Committee has set a goal till 2025 that 100% of the insured when losing jobs receive free counseling; 80% of the unemployed are recommended jobs for free, 60% of whom get employed again; more unemployed people access vocational training support; 100% of the unemployment insurance agents are well trained; The satisfaction level of the insured is 85%. The goal till 2030 is that 90% of the unemployed are recommended jobs for free, 70% of whom get work again.
