Smart urban development focused

In the period 2021 – 2025, Khanh Hoa Province focuses on developing smart and modern urban areas, improving living environments; becoming a national center of marine economy, tourism and service industries; creating a foundation for Khanh Hoa to become a centrally-governed type 1 urban area by 2030, according to the leader of the Department of Construction.
 
Urbanization rate raised to 65%
 
The Department of Construction has implemented the Party Committee’s Resolution No. 06 on a provincial urban development program, period 2021 - 2025, vision till 2030. Accordingly, the province strives to reach the urbanization rate of 65% by 2025.
 
Nha Trang City continues as a type I urban area with focus on the development of infrastructures and architectures meeting required standards. Besides, the project on general planning on smart urban growth and application of smart urban facilities will be developed and implemented effectively as planned.

Cam Ranh City is planned to meet the criteria of a type II urban area, specialising in improving its unqualified criteria on population and low criteria on social infrastructures by calling for investment in development of industrial zones; mobilizing domestic and foreign resources to build residential and urban areas; resettlement areas; workers' houses and social housing in combination with additional land planning for schools, parks, cultural and sport facilities to promote urban population growth to satisfy life and work needs.
 
Ninh Hoa Town will be maintained as a type IV urban area with focus on improving urban traffic infrastructures and landscape architectures through the upgrading and constructions of roads connecting urban and rural areas in combination with urban road improvement.
 
The province has also set goals of developing 2 districts of  Dien Khanh and Van Ninh; and Cam Duc Town in Cam Lam District to meet type IV urban criteria; To Hap Town, Khanh Son District and Khanh Vinh Town: type V urban criteria; and Northern Cam Ranh Peninsula: type V urban criteria to concretize tourism urban development planning orientation. 
 
Investment promotion
 
To fulfill the growth targets, the Department of Construction has planned to boost investment promotion with incentives for investors. The province will look to innovating investment promotion; effectively implementing activities to generate investment sources; providing incentives for the private sector to invest in projects serving the community; continue prioritizing the allocation of investment capital for urban development from the State budget and mobilizing private resources to synchronously invest in urban infrastructures, especially for smart urban areas. The Province will also boost the public funding participation in social housing projects, especially social and residential housing for workers in industrial zones. The Department of Construction will review and supplement resettlement areas in order to serve socio-economic development in the province as well as to increase flexibility and adaptability to housing needs.
 
In this term, local departments, agencies and People’s Committees of districts and towns are required to improve consultancy related to investment and land procedures; planning assessment and approval. Leaders of local agencies and authorities are responsible for any cases of violations in land management, planning and construction investment. Besides, urban e-government is needed to be built and modernized through records management and digitalization softwares on land, planning, architectures and infrastructures, according to Tran Nam Binh, Director of the Department of Construction.
 
According to Tran Nam Binh, Director of the Department of Construction, it is necessary to raise public awareness of the meaning and importance of urban development in the province; facilitate site clearance, resettlement when required and ensure more benefits from the planning; allocate State budget appropriately for the construction of traffic and social infrastructures in the land voluntarily donated by residents. Provinces and districts are required to promptly reward agencies, organizations and individuals for their outstanding achievements in mobilizing contribution to urban improvement.
