Khanh Hoa Provincial Social Insurance plans to promote non-cash payment in 2021, encouraging recipients to receive non-cash pensions and allowances, contributing to improving payment of social welfare benefits in the province.
 
Setting targets 
 
According to Vietnam Social Insurance, the target in 2021 is non-cash payment of 40% of monthly pensions and social insurance allowances; 70% of one-time social insurance benefits and 95% of unemployment allowances in urban areas. Accordingly, Vietnam Social Insurance has assigned the target of non-cash payment of social insurance benefits and unemployment assistance in urban areas in centrally-governed cities and provinces in 2021. Khanh Hoa Province alone is assigned to meet the target of non-cash payment of 64% monthly pensions and social insurance allowances; 68% of one-time social insurance benefits and 98% of unemployment benefits.
 
Le Hung Chinh, Deputy Director of Khanh Hoa Social Insurance Agency says based on assigned targets, the provincial social insurance agency has assigned specific targets of non-cash payment of social insurance and unemployment benefits 2021 to social insurance agencies of districts and towns and the provincial social insurance office. The implementation of the assigned targets is considered as one of criteria for 2021 work emulation grading.

Several measures taken
 
In order to fulfill assigned tasks, the provincial social insurance agency is focusing on taking measures proposed by Vietnam Social Security. Specifically, they include promoting the Government's policy on non-cash payment associated with the task of paying social security benefits in the province; accelerating non-cash payment of pensions, social insurance benefits and unemployment assistance through banks; guiding implementation procedures; introducing benefits of non-cash payment, preferential banking products and services, etc. Focus groups, including recipients aged 55 to 65 receiving one-time social insurance benefits and unemployment allowances will be determined to effectively promote non-cash payment of monthly pensions and social insurance benefits via personal accounts.
 
Moreover, Khanh Hoa Social Insurance Agency will cooperate with Khanh Hoa Job Center and employers in Khanh Hoa to motivate recipients of unemployment benefits to open personal banking accounts for the application for unemployment benefits in order to promote non-cash payment of unemployment benefits via personal accounts.
 
The provincial social insurance agency will provide consultancy for the Provincial People's Committee to instruct banks, bank agents, media agencies, post offices and relevant agencies in the province to strengthen coordination and integration of the Government’s policy on non-cash payment, contributing to improving social welfare payment in the province, according to Le Hung Chinh.
