At present, there is a high demand for constructing household solid waste treatment plants in Khanh Hoa. The Provincial People’s Committee has cooperated with the Department of Construction, agencies and departments to build investor selection criteria.
 
Choosing appropriate technologies
 
The Provincial People's Committee assigned the Department of Construction to build criteria for selecting investors in domestic solid waste treatment plants from the year 2018-2019. At that time, many types of domestic waste treatment technologies were applied across the country but they were not fully evaluated. The Ministry of Construction did not recommend any optimal technologies that suited local budgets.
 
Solid waste treatment plays an important role in environmental protection and sustainable development in urban areas as it not only prevents environmental pollution risks but also recovers materials to save natural resources. Some household solid waste treatment technologies have been applied across the country but suitable technologies have not been selected and decided yet, according to the leader of the Department of Construction.

According to Tran Van Chau, Deputy Director of the Department of Construction, the province chooses public participation funding approach to call for investment in solid waste treatment plants in the province. At the recent meeting with the Provincial People's Committee, 4 enterprises registered to invest in solid waste treatment plants and introduced advanced treatment technologies. Therefore, specific criteria are needed to choose a proper technology suiting socio-economic conditions.
 
Criteria to be urgently built 
 
According to statistics of the Department of Construction, the total volume of domestic solid waste in the province in 2018 was more than 1,000 tons/day. The amount of solid waste is forecast to be 1,500 tons/day by 2025 and 2,000 tons/day by 2030. According to a solid waste management plan in the province until 2030, districts and towns will apply waste-to-energy incineration technology and advanced treatment technologies to minimize waste at landfills. Khanh Vinh and Khanh Son Districts alone will continue applying the sanitary landfill technology.
 
The Department of Construction has proposed to the Provincial People's Committee criteria and grading to select investors with advanced and competent technologies, meeting environmental protection requirements and making good use of output products of the domestic solid waste production process. Specifically, investors are required to meet criteria of treatment technology, post-treatment disposal volume, popularity of technologies, compliance with environmental engineering standards, land saving, commitment to deposit to ensure implementation progress, treatment cost, etc. The investor with the highest scores will be selected.
 
On the basis of the criteria proposed by the Department of Construction, at the meeting in late February, Nguyen Tan Tuan, Vice-Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assigned the Department of Natural Resources & Environment to chair and coordinate with the Department of Construction, the Department of Planning & Investment, related departments and agencies; the People's Committees of districts and towns to provide consultancy on building criteria for selecting investors in domestic solid waste treatment plant projects covering 3 areas, namely Ninh Hoa Town, Nha Trang City and Cam Lam District; and submit the criteria to the Provincial People's Committee before April 15 for approval.
 
Under the direction of the Provincial People's Committee, the investor selection criteria include treatment technology, heat recovery for power generation (100% post-treatment disposal volume); minimum equity per total investment; environmental and social criteria; the handling service cost not exceeding VND400,000/ton. 
 
When the criteria are completed, the Department of Natural Resources & Environment will provide consultancy on documents sent to the Ministry of Natural Resources & Environment and the Ministry of Science &Technology for consultation before the Provincial People's Committee issues the criteria for implementation.
