Cyber security emergency response
 
A cyber security emergency response team led by the Deputy Director of Khanh Hoa Department of Information & Telecommunications has been founded and reinforced. The team has also taken the lead in getting involved in the national network security emergency response team co-ordinated by Vietnam Cyber security Emergency Response Teams/Coordination Center (VNCERT/CC). The Department of Information & Telecommunications jointly opens training courses every year to evaluate cyber security tasks, provide the Law on Cyber security and relevant regulations.

In 2020, the Department of Information and Communications upgraded cyber security and hired cyber security services with a total cost of VND612 million. The Provincial Data Center purchased Windows Server 2019 Datacenter license; checked and removed malicious softwares; bought hard drives for a storage area network (SAN); and SSL certificates for subdomains in the domain khanhhoa.gov.vn, etc.
 
The department has also built a plan on cyber security  classification of State administrative agencies in the province. Besides, the department has also cooperated with Viettel Corporation to pilot information security operations (SOC).
 
The provincial Data Center has taken various solutions to protect from malicious softwares such as installing firewalls, SSL/VPN, intrusion prevention system (IPS) and endpoint security system that work to detect and prevent identified threats, denial-of-service attack and so on. Many departments, agencies and People’s Committees of districts and towns have been installed with firewalls, intrusion prevention systems, etc.
 
The provincial People’s Committee has recently issued a plan on network security emergency response in the province in 2021 with detailed scenarios for implementing specific tasks aimed at ensuring adaptability and minimizing cyber threats.
 
More investment needed
 
In spite of effort with satisfactory results, there have been challenges in cyber security due to limited funding for implementing cyber security and incident response solutions with firewalls, antivirus softwares, servers, anti-virus alerts, etc.
 
According to Nguyen Tan Trung, Deputy Director of the Department of Information & Telecommunications, the cyber security is mainly taken by information system administrators due to limited funding, human recourses and technical infrastructures. Only 3 provincial agencies hired private cyber security service consultants in 2020.
 
The province has set a target to periodically check, assess and implement cyber security drills; take part in regional and international cyber security drills; check and update cyber security levels; develop approved cyber security solutions; maintain cyber security and standard management and technical systems, etc.
 
15 cyber incidents, including 1 denial-of-service attack, 11 malicious softwares and 3 website defacements, were reported and timely handled in 2020.
