After 2 years of implementation of on-street car parking fee scheme in Nha Trang City, the inner city parking management has much improved. However, there have remained some difficulties. 
 
Revenue not yet fulfilled 
 
According to Ho Ngoc An, General Director of Nha Trang Environmental Urban Joint Stock Company, after 2 years of the on-street car parking approach on the streets Le Thanh Ton, Nguyen Chanh, Ly Tu Trong and Yersin (from Tran Phu Street to Tran Hung Dao). Road users’ awareness and responsibilities have improved, gradually reducing the use of private vehicles and increasing public means of transport.
 
Besides achievements, the scheme has met some obstacles. Specifically, from November 2018 to January 2021, the scheme collected more than VND4.1 billion (or VND155 million a month) while the expected revenue was VND208 million a month. The monthly revenue was just 75% compared with the expectation.
According to the scheme, the monthly cost for the work is some VND115 million, including salaries and other expenses while the actual expenditure was more than VND120 million. The actual revenue was lower but the expenditure was higher than expected.
 
In addition, during the implementation of the scheme, there were some difficulties related to some car drivers’ failure to pay parking charge. The roadmap to expand the on-street car parking fee collection has met obstacles although the proposal was finished in 2018.

3 more routes subject to on-street car parking fee proposed
 
According to Nguyen Van Dan, Director of Khanh Hoa Department of Transportation, the on-street parking fee approach proposed by Nha Trang City People’s Committee has been assessed and submitted to Khanh Hoa Provincial People’s Committee in accordance with the Law on Road Traffic and Resolution 04 of the Provincial People's Council dated July 18, 2018. The plan to include more routes subject to the parking fee collection approach has been updated and supplemented with reference to ideas from related departments at the request of local authorities. The Provincial People's Committee will consider and submit the plan to the Standing Committee of the Provincial People's Council for consideration in the coming time.
 
Based on assessment of on-street parking fee approach, Khanh Hoa Department of Transport has suggested Khanh Hoa People’s Committee would include more sections of the 3 existing streets already subject to on-street parking fee collection since 2018. Specifically, Yersin and Ly Tu Trong Streets, the 70m section from Tran Hung Dao to Hoang Hoa Tham, are allowed for left-sided parking. Nguyen Chanh Street, the section from Tran Hung Dao Street to Hoang Hoa Tham Street, is permitted for on-street parking according to even or odd days.
 
Furthermore, the department has also proposed adding 2 more routes to the parking fee scheme. Accordingly, on Tran Hung Dao Street, the section from Yersin to Ly Tu Trong (200m in length), one-sided parking is allowed on even or odd days (parking is prohibited on the section from Provincial Party Committee Guest House to Ly Tu Street. Trong). On Pasteur Street, the section from Le Loi to Han Thuyen (170m in length), one-sided parking is allowed on even or odd days; on the section from Han Thuyen Street to Yersin (270m in length), left-sided parking is allowed. 
 
On Hoang Hoa Tham Street, the section from Hai Ba Trung to Yersin (200m in length), right-sided parking is allowed; the section from Yersin Street to Ly Tu Trong (190m length), right- sided parking is allowed for cars with 7 seats or less, parking on the left is prohibited; The section from Ly Tu Trong Street to Le Thanh Ton, 490m, parking restriction is applied according to even or odd days (no parking fee is applicable).
 
Moreover, the leader of Nha Trang City Urban Environmental Joint Stock Company says, under the scheme, the company retains 55% of the total revenue. However, in fact, over the past 2 years, the company has suffered the loss of more than VND35 million per month (more than 420 million per year) for the fare collection work. Therefore, to ensure the work maintenance, it is necessary to propose that the company would keep the sum on proportion to the actual expenses, more than VND120 million / 155 million VND / month, equivalent to more than 77% of the revenue.
 
The parking fare regulated by the provincial People’s Committee is VND20,000 for 2 hours or less; VND20,000 for the first 2 hours; and VND 40,000/following hour from 6:00 to 22:00 daily. The parking is just permitted for cars of 16 seats or less. 55% of the revenue is for management and fare collection; and 45% contributed to the State Budget.
