Khanh Hoa health care sector fulfilled public health care and Covid-19 prevention and control tasks in 2020. Besides promoting achievements in health treatment and care, medical service improvement at all levels will be focused in 2021.

Preventing Covid-19 spread in communities

The first locally transmitted case of Covid-19 in Vietnam was reported in Khanh Hoa in 2020, according to Dr. Bui Xuan Minh, Director of Khanh Hoa Department of Health. The medical staff has overcome initial challenges to take drastic measures against the pandemic together with the Central direction, the great effort of provincial political system and the public compliance with the Covid-19 guidance.

Therefore, the pandemic has been brought under control. 83 Covid-19 cases, including 81 from abroad and 2 locally transmitted have been reported in Khanh Hoa so far. Of those, 82 Covid-19 patients were cured with no Covid-19 related death recorded in the province so far. 12,500 cases are being managed and kept in quarantine. Nearly 35,900 samples with suspected Covid-19 have been tested.

Anti-pandemic measures include an aggressive contact-tracing strategy to cut off all virus transmission routes promptly and comprehensively, Covid-19 testing on people with suspected Covid-19, keeping hospitals safe during the pandemic and  promoting training and maintaining connection with central hospitals during Covid-19 treatment, successfully putting the disease under control and curing patients. The Medical Quarantine Station put into operation at Cam Ranh International Airport has helped deal with the pandemic and prevent Covid-19 from entering the country through airports and sea ports, according to Dr. Bui Xuan Minh.

Remarkable accomplishments

Together with Preventive Health Care, the treatment system has been activated in all health care facilities. Therefore, in 2020, medical services in the province were assured with convenient access, providing medical check-ups for 3.2 million of patient arrivals, 222,000 inpatients and 27,600 surgeries. Several advanced techniques were received and successfully implemented.

The year 2020 is considered as a milestone in the fight against malnutrition rate in children. Children’s health has much improved. In 2020, malnourished underweight kids under 5 were down to 7.44% (down by nearly 0.5% compared with previous year) and stunted 8.66% (down by nearly 0.4%).

In addition, the sector has applied information technology software in pharmaceutical management in accordance with the Government's regulations. 100% of pharmacies and 75% of drugstores across the province have been combined to the national pharmacy data network to access drug origins, expiry date, prices and drug quality management.

After leprosy had been eliminated at provincial level, in 2020, Khanh Hoa strived to eliminate leprosy at district level. 4 districts and towns in Khanh Hoa have been recognized to have eliminated leprosy at district level. In addition, Ninh Hoa Medical Center has successfully implemented the model of entering data on the Health Insurance Inspection Portal for social insurance management and payment at 3 ward and commune medical stations.

This is the premise towards the application of the model at all medical stations across the province. In 2020, the health sector succeeded in launching a communication campaign to control gender imbalance at birth; developed the sea island medical project; and began construction on Nha Trang City General Hospital with 200 beds.

In 2021, the provincial heath sector continues improving health care services at all levels and pandemic control, especially against Covid-19. Many health facilities have faced with income cut and medical insurance payment delay due to the pandemic.  The provincial medical sector hopes the Ministry of Health would soon provide the province with Covid-19 Real Time PCR kits. Private hospitals also need to invest in such machines to enhance testing capacity in the fight against the pandemic.

Compared with 2019, dengue cases in 2020 were down by 1.4%; hand foot and mouth disease down by 14.8%; measles down by 99%, mumps down by 71%, influenza A (A and A/H1N1) down by 30.4%, hepatitis down by 25.4%, malaria down by nearly 70%. No cases of emerging and re-emerging A/H5N1, H7N9, MerS Cov, meningococcal disease, plague, etc were reported in Khanh Hoa. The cure rate for new cases of tuberculosis reached nearly 98%; patients with diabetes and hypertension under management: 58-68% (exceeding 8 -18% compared to the plan); of children under 1 vaccinated against 8 diseases: 95%.
