Various models of waterway traffic culture were developed in response to the "Traffic culture with waterway transport safety" campaign, contributing to raising public awareness of maritime transport safety for 5 years (2015 - 2020).
 
11 models of waterway traffic culture developed
 
At present, there are 52 inland waterway ports and piers with waterways mostly in coastal swamps and bays, starting at ports mostly serving marine tours of Nha Trang Bay (Cau Da Tourist Port), Van Phong Bay (Van Gia pier), Cam Ranh Bay (Cam Ranh inland waterway pier), etc.
 
Millions of people, mostly tourists take inland marine trips in the province every year. Marine tourism accounts for a much larger proportion than economic sectors directly related to marine economic exploitation in Khanh Hoa. Therefore, the development of urban waterway transport cultural models is very necessary, helping to improve public awareness while improving the efficiency of State management in this field, according to Senior Lieutenant Colonel Tran Thi Tu, Deputy Chief of Traffic Police Department, Provincial Public Security, Deputy Chief of the Campaign Steering Board.

According to the steering board, 11 models of waterway traffic culture have been built in Khanh Hoa Province since 2015. They include 5 models at local agencies and enterprises such as Maritime Police Team, Long Phu Company, Cau Da Tourist Port, Khanh Hoa Salanganes Nest Company, Ltd; Vinpearl Joint Stock Company; 6 models in such residential areas as Van Thanh Commune (2 models in Van Ninh), Dong Village (Ninh Van Commune, Ninh Hoa Town), Vung Ngan, Vinh Luong Fishing Port and Bong Bridge (Nha Trang City).
 
Particularly, Long Phu Tourist Port, Cau Da Tourist Port and the Tourist Port of Vinpearl Joint Stock Company were awarded certificates of waterway traffic culture for 3 years from 2016 to 2018 by the National Traffic Safety Committee. The campaign steering committee evaluates that the models adapt to local specific circumstances, proposing good solutions and thus receiving consensus from the community and the whole society.
 
Patrol and inspection boost
 
Along with the development of pilot models, local authorities have strengthened patrols and inspection to ensure inland waterway traffic safety with more than 3,000 patrols regularly conducted by 10,000 officers and soldiers along marine routes on Nha Trang Bay, Da Bac route to Binh Ba Island, Binh Hung Island; maintain order and security at Cau Da, Long Phu Tourist Ports (Nha Trang City), Da Bac pier, Cam Ranh Port (Cam Ranh City), Van Gia pier, Diep Son Island (Van Ninh District). Through the patrols and inspection, 910 cases of violation were detected with fines totaling nearly VND440 million paid to the State treasury.
 
In addition, through patrols and administrative fines, local authorities propagated the traffic law among more than 18,500 captains, chief engineers and crew. According to Senior Lieutenant Colonel Tran Thi Tu, in the coming time, localities and functional forces will strengthen the State management on inland waterway traffic safety; regularly carry out inspection to promptly detect any violation and improve compliance with the traffic law; strengthen forces, means and patrols; resolutely suspend vehicles failing to meet safety regulations; and promote maritime traffic culture awareness and behavior.
 
The "Traffic culture with waterway transport safety" campaign has proved effective, raising public awareness and changing behaviors in compliance with traffic rules; raising awareness of the community as well as State management forces’ responsibility for cultural behaviors towards inland waterway traffic safety. No inland waterway traffic accidents were reported over the past 5 years, according to Nguyen Trong Hien, Chief of Office of the Provincial Traffic Safety Committee.
