Under the international integration strategy on labor and society, Khanh Hoa Province has implemented synchronously and effectively policies to create jobs and improve labor and quality of life over years.


Satisfactory results


The province has implemented policies and taken measures integrated with targets, tasks and solutions in labor, vocational training and society in the 2016 – 2020 period. Since 2016, the province has disbursed more than VND621 billion to 15,300 projects, creating work opportunities for more than 15,500 people, according to Pham Thi Xuan Trang, Director of Khanh Hoa Department of Labor, War Invalids & Social Affairs.


In addition, employment policies are also implemented through projects and activities funded by the State together with socio-economic development programs such as construction of infrastructures for agriculture, forestry, fishery and salt production; public infrastructures and other projects and activities to serve local communities. The province has also issued policies on overseas employment support.

Since 2016, more than 100 workers from ethnic minorities, poor families, revolutionaries’ families and discharged soldiers have been provided funding for learning a trade, studying foreign languages and working abroad in Japan and South Korea.


The employment assistance policies for young people have provided employment opportunities through such activities as free vocational constancy and orientation; work recommendation; vocational training linked with employment for young people when completing military service; and business start-up support. Besides, local authorities have also collected and provided labor market information, analysis and forecast to connect employees and job seekers.


Vocational training has been also developed synchronously and effectively, gradually improving labor skills, meeting the needs of enterprises and demand of the labor market. The province provides vocational training for more than 28,000 people per year on average. As a result, the number of trained workers has reached 80%, contributing to improving the quality of human resources.


Effective measures and solutions continued


In the coming years, Khanh Hoa Department of Labor, War Invalids & Social Affairs will focus on developing vocational training to improve human resources of the province; diversifying training forms; implementing the planning for the network of vocational training institutions in the period 2021 - 2030 with a vision till 2050 in accordance with the socio-economic development strategy, meeting the demand by the end of 2025 with trained workers making up 85%, including 31% certified. To achieve the goals, the local authority will strengthen propaganda to raise the public awareness of vocational education; provide professional training and development for vocational administrators and teachers, ensuring 100% teaching key occupations in line with national, international and ASEAN standards; and satisfying requirements in professional skills, foreign languages and informatics; regularly review and adjust training programs and textbooks to meet the demand of the society and businesses; investment in training equipment at vocational schools; link vocational education with sustainable employment and labor markets; promote the roles of employers and career associations in renovating and improving vocational training, according to Van Dinh Tri, Deputy Director of Khanh Hoa Department of Labor, War Invalids & Social Affairs.


Moreover, it is necessary to implement synchronously policies on labor and employment; open more work opportunities to ensure sustainable jobs; reduce unemployment rate among working ages in urban areas by below 3.8% till 2025; the employed up by 11,500 people per year in the period 2021 - 2025. To achieve that goals, the Labor, War Invalids & Social Affairs sector will focus on effectively implementing policies to support job creation under the Employment Law and through the integration of sustainable poverty reduction and socio-economic development programs in the province; effectively implementing approved projects on supporting employees to work abroad; expanding labor market information and creating jobs; providing vocational training support and work opportunities for those whose land is acquired; improving the quality of job fairs, etc.
