Khanh Hoa Department of Transportation has built a plan to build Thac Ngua Bridge in Khanh Vinh District, Khanh Hoa Province to increase water flow during flooding to assure traffic safety in rainy seasons.
 
Decrepit overflow bridge
 
Khanh Hoa Provincial Road 8B is the northern gateway of Khanh Vinh District as a traffic and trade joint to Ninh Hoa Town and Highland provinces. The road infrastructure, especially Thac Ngua Bridge, has become decrepit due to increasing traffic. The loading capacity of the bridge has been down to only 5 tons. Although located in densely populated Khanh Vinh Town, the 2-span bridge constructed in 1987 is small, only 4.5m wide, with a total length of 30.5m.

Unrelenting high water flow is often seen in Thac Ngua Bridge site, especially in rainy seasons. In recent years, the bridge has been badly damaged, particularly in 2017 and 2019. The bridge repair costs much but not effective. Therefore, it is necessary to build another high bridge to replace the decrepit overflow one, according to Nguyen Thanh Son, Chief of the Infrastructure Management Office, Khanh Hoa Department of Transportation.
 
3 investment proposals
 
According to Khanh Hoa Department of Transportation, the construction of Thac Ngua Bridge is essential and urgent to assure traffic safety, especially in rainy seasons, as well as facilitate travel and local economic development. 3 proposals have been given by consulting units.
 
Specifically, the proposal 1 is building a new bridge about 70m downstream of the existing overflow bridge with the starting point at the intersection of 2-8 Street and Quang Trung Street (Khanh Vinh Town) and the ending point at Km0 + 600 Provincial Road 8B. The total length is about 630m. Total project investment is VND69.954 billion, including VND 3.5 billion for site clearance. The proposal 2 is building a new bridge at the existing location with the alignment at the heart of the existing Provincial Road 8B with the starting point at the intersection of 2-8 Street and Quang Trung Street and the ending point at Km 0 + 600 Provincial Highway 8B. The total length is about 700m. The total investment cost is over VND72.4 billion, including VND 1.463 billion for site clearance and VND 3 billion for building a temporary bridge and road. The proposal 3 is building a new bridge, about 20m upstream of the existing overflow one. The starting point is at the intersection of 2-8 Street and Quang Trung Street and the ending point at Km0 + 600 on Provincial Road 8B with  the total length of about 690m. The total investment is VND70.95 billion, including VND3.7 billion for site clearance.
 
A representative of the consulting and design unit says the cost for construction and site clearance in  the proposal 1 and 3 is equivalent. The construction cost in the proposal 2 is the highest among the 3 due to additional cost of the construction of a temporary road and bridge to assure traffic safety during the construction. However, on a long term, under a 20m road planning, the bridge built according to proposal 2 and 3 will face site clearance challenges due to buildings on the both sides. Therefore, the consulting unit has suggested the proposal 1 due to a favorable and shorter route.
 
Khanh Hoa Department of Traffic & Transportation has selected the proposal 1 for the project and submitted to the investment report to the Department of Planning & Investment for assessment. If approved, the project will be implemented in the period 2021 – 2025, according to Nguyen Van Dan, Director of Khanh Hoa Department of Traffic & Transportation.
