Construction procedures expected to be complete in late July


Khanh Hoa Department of Construction has just had a report on the construction schedules of temporary parking lots in Nha Trang City approved on principle by Khanh Hoa People’s Committee. Accordingly, the 4 temporary parking lots are situated at 170 Le Hong Phong, in Binh Tan Port Warehouse 07 at 10 Truong Son Street; Binh Tan Port Warehouse (No.1, Phuoc Long); and in Phuoc Trung Village, Phuoc Dong Commune.

 

Khanh Hoa Center for Land Fund Development has run the temporary parking lot, 3,570m2, at 170 Le Hong Phong based on Khanh Hoa Peoples’ Committee’s direction. Khanh Hoa Department of Transportation is cooperating with relevant agencies to make a plan on the operation of the temporary parking lot submitted to Khanh Hoa People’s Committee for approval before May 15. When approved, the plan will be implemented in late May 2020.

The 6,500m2 land at Binh Tan Port Warehouse 07 has been managed by the Center for Land Fund Development. The operation of the parking lot is expected to begin in May. On February 26, Khanh Hoa People's Committee issued a decision on land acquisition (3,154.4m2) and land allocation to the Center for Land Fund Development for management. Currently, relevant units are carrying out removal and relocation procedures to develop the plan on a temporary parking area in this area. The construction and operation are expected to start in late June.


The site clearance in the location Binh Tan Port Warehouse is still incomplete. The Department of Transportation has proposed the Provincial People's Committee to direct the Department of Natural Resources & Environment to preside over and coordinate with the Nha Trang City People's Committee to work with Nha Trang Port Joint Stock Company to boost the site handover for the temporary parking lot project to the Center for Land Fund Development before May 31. The Center for Land Fund Development is required to summit a specific operation plan to Department of Transportation before June 15. If the plan is approved by the Provincial People's Committee, the project is expected to start on July 15.


The land in Phuoc Trung Village, Phuoc Dong Commune was previously rent by Cat Phu Company, Ltd and the rent period has expired. The Provincial People's Committee has recently issued a decision to revoke the land and assign it to the Center for Land Fund Development to manage and complete the plan for exploitation and management of a temporary parking lot before July 15.


4 out of 6 locations suggested for temporary parking by the Department of Transportation on the ways out and into Nha Trang City have been approved by the Provincial People's Committee. The Department has proposed a construction schedule to the provincial People's Committee to direct the development of the projects, according to Nguyen Van Dan, Director of Department of Transportation.

Remaining obstacles


The leader of the Center for Land Fund Development says when tourism resumes after the COVID-19 pandemic, Nha Trang City is expected to receive a large number of tourists, likely to result in traffic jam if the temporary parking lots are not put in use. The implementation of temporary parking lots has faced obstacles due to incomplete site clearance, except for the land at 170 Le Hong Phong, reports Nguyen Tien Luu, Director of the Center for Land Fund Development.

A complete site clearance is a must to be able to make an accurate management and operation for temporary parking lots. An optimal plan will be made to minimize investment cost. When assigned, the center will build regulations on operating temporary parking lots to ensure traffic safety, fire prevention, parking classification, personnel management, etc.

After infrastructure investment, the center will organize an open and transparent bidding of these temporary parking areas. The center has suggested that the Department of Transportation would consider and submit an investment incentive mechanism for the temporary parking lots to the Provincial People's Committee for approval, according to Nguyen Tien Luu.
