In the 2019-2020 school year, 24,321 first-graders are expected to be given motorcycle helmets in the safety helmet offer program themed "Keeping dreams alive" in an effort to raise their compliance with traffic rules.
 
Over the past years, local authorities have jointly boosted propaganda on motorcycle helmet use. Schools have also asked teachers to remind their students’ parents to ensure their children wear helmets when on a motorcycle, scooter or moped. However, some children have been found without helmets on motorcycles, especially in mountainous areas.

Children aged 6 or over are obliged to wear helmets when on eclectic bikes and motorbikes.
 
The motorcycle helmet use among students is still low due to limited awareness of ethnic minority people. Although all children have been provided traffic safety law education and leaflets, only 1/3 of them have been reported to wear motorcycle helmets on motorcycles to school, according to Nguyen Thi Lan Ha, Principal of Khanh Binh Primary School, Khanh Vinh District.
 
 
In the 2019 – 2020 school year, the National Traffic Safety Committee, Ministry of Education & Training together with Honda Vietnam plan to launch the safety helmet offer program 2019 for all first-graders. Accordingly, 24,321 children are expected to receive motorcycle helmets at the new school year ceremony. Especially, during the school enrolment, parents will be told about the meaning of the program and asked to get their children aged 6 or more to wear protective helmets.
 
 
Nguyen Trong Hien, Chief of Khanh Hoa Traffic Safety Board says the helmet deliver is the first traffic law lesson for children to learn and follow. This event will also help raise adults’ responsibility for ensuring children’s safety. Khanh Hoa Department of Education & Training has required Divisions of Education & Training of districts and towns to select schools to organize the safety helmet offer program at the new school year ceremony.
 
Besides, primary schools have also been asked to do a survey of first-graders in Khanh Hoa. If there are not enough helmets, the department will cooperate with the Traffic Safety Board to provide consultancy for Khanh Hoa People’s Committee to have a supplementary plan and mobilize parents to buy helmets for their children. “We are making a plan to organize the helmet offer event at the new school year ceremony. First-graders’ parents will be invited to attend the ceremony to raise their awareness of road safety law to protect their children when going to school,” says Chau Dinh Mai Phuong, Principal of Tan Lap 2, Nha Trang City.
 
Parents play the most important role in ensuring their children wear helmets when on motorcycles to reduce injury risk, according to Hoang Thi Ly, Vice-Director of Khanh Hoa Department of Education & Training.
