Medium-term public investment in 2021 - 2025: Focusing on motivational projects

Khanh Hoa Provincial People's Council has just approved the 2021-2025 medium-term public investment plan (hereinafter referred to as the Plan). This plan plays an important role in infrastructure construction and economic recovery of the province due to the heavy impacts of the Covid-19 epidemic.

The plan has a total estimated capital of nearly 21,000 billion VND. In which, the capital to balance the local budget is more than 15,598 billion VND; capital from revenue increase, savings in local budget expenditure, capital shifted from 2020 to 2021 is nearly 300 billion VND; local budget overspending source (on loan from the Government) is more than 821 billion VND. During this period, capital supported by the central budget is nearly 4,189 billion VND, decreasing by nearly 6,300 billion VND compared to the expected.
 
According to Tran Manh Dung - Vice Chairman of the Provincial People's Council, the Public Investment Plan for the 2021 - 2025 period focuses on motivational and large-scale projects. In which, sectors and fields of economic infrastructure have a high proportion of investment capital, accounting for 63.8%; sectors and fields in the social sector and  defense - security account for a lower proportion with 36.2%.
 
In the Plan, the two sectors that receive a lot of investment are transport and agriculture. In which, the agriculture (including forestry, irrigation and fisheries) will continue to implement the new rural construction program; socio-economic development program in ethnic minority and mountainous areas; infrastructure development and capacity building for natural disaster prevention, control and mitigation. The sector is also allocated investment capital for irrigation in the direction of multi-function and upgrading irrigation systems as well as large water reservoirs such as Cam Ranh reservoir and Suoi Dau reservoir; Ninh Hoa irrigation area and Khanh Vinh irrigation area...

The education and training sector ranks the third with the goal of strengthening facilities, ensuring the quality of education and training activities. In which, the province focuses on implementing projects to develop the network of universities, colleges and professional schools according to the planning such as Le Quy Don High School for the Gifted (phase 2); procurement of equipment according to the scheme on teaching and learning foreign languages in the national education system in the period of 2019 - 2025; new construction of Dien Khanh Vocational College; upgrading facilities at Khanh Vinh Ethnic Minority Vocational College.
 
The field of environmental protection has a total investment of more than 1,600 billion VND, targeting projects to resource protection, environmental pollution, waste treatment, green growth, climate change response and sustainable development. Typical projects are salt preventing dam on the Cai River in Nha Trang and sustainable environment in coastal cities - subproject in Nha Trang.
 
Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of Khanh Hoa Provincial People's Committee said that in order to effectively implement the Plan, the provincial People's Committee requires specialized agencies and People's Committees of districts, towns and cities to complete investment procedures for the list of newly started projects using public investment capital for the period 2021 - 2025 in accordance with the prescribed order, procedures and time. The province will also direct localities to follow the principles and order of investment priority, and allocate capital to sectors, fields and programs corresponding to the allocated decentralized capital. In particular, localities must speed up site clearance for projects to facilitate construction.
 
 
4 industries with a high proportion of capital allocation include traffic 26.6%; agriculture, forestry, irrigation and fisheries 20.7%; education - training and vocational education 12.1%; health, population and family 8%; environmental protection 7.9%; national defense, security - order and safety of the society 4.2%; radio, television and news media 1.3%; infrastructure of industrial zones, clusters and economic zones 4.6%; industry (power network in rural, mountainous and island areas) 0.02%; water supply and drainage 0.2%; information technology 0.1%; science and technology 1.2%; culture - information 0.3%; sports 0.11%; society 0.6%; State management 0.2%.
