According to the report of Khanh Hoa Salanganes Nest Company, the investor of the project, Song Cau Industrial Cluster has completed the following items: ground, welcome gate, guard house, fence wall, wastewater treatment tank, lighting power system, medium voltage - low voltage power line, product showroom, wastewater treatment station, fire prevention and fighting system ... The investor has called for 9 secondary investors with expected investment capital of more than 400 billion VND. The total land area registered to rent by secondary investors is about 20 ha (reaching 73%). Recently, Khanh Hoa Salanganes Nest Company has tried to speed up the procedures to complete the documents, but for many reasons, the construction permission has not been implemented yet. The investor is adjusting a part of the basic design and re-estimating the total cost to suit the current premises to submit to the Department of Construction for appraisal. After the appraisal, the company will complete the design documents and submit them to the Department of Construction to allow the construction.
 
According to Nguyen Anh Hung - Chairman of the Board of Members of Khanh Hoa Salanganes Nest Company, from the beginning, the company has accelerated the progress of site clearance and construction. However, the project was shifted from Khanh Viet Corporation, so when the actual construction started, the investor changed some items to suit the current site and ensure construction progress. In mid-2020, the infrastructure construction was basically completed, but due to problems with legal documents, it is not possible to assign land to secondary investors, affecting investment attraction. On March 19, the company will complete the basic design. The company expected the provincial leaders to speed up the completion of the infrastructure construction license so that secondary investors can soon deploy investment. The company requested the Provincial People's Committee to allow to actively call for investment, then depending on the land lease needs of secondary investors, the investor will make local adjustment documents. In addition, the company requested the Provincial People's Committee to allow the adjustment of the planned land area in the industrial cluster in the direction of reducing the area for processing the agricultural and forestry products and increasing the area for processing food.

Nguyen Ngoc Minh - Deputy Director of the Department of Construction said that the construction licensing procedure for Song Cau Industrial Cluster is slow because some construction items has been changed compared to the approved design documents. In order that the industrial cluster soon get a construction permit, the department has requested the consultant to make the construction estimate in the shortest time and the investor to complete items for fire prevention and fire fighting as well as assess environmental impacts... After the industrial cluster completes the required documents, the department will appraise the basic design in 5 days to complete the construction documents for the industrial cluster. Tran Van Ngoan - Deputy Director of the Department of Industry and Trade also noted that the investor must arrange industries appropriately. 
 
Concluding the meeting, Le Huu Hoang agreed to allow the investor to adjust the planned land area in the industrial cluster in the direction of reducing the area of land for the processing of agricultural - forestry products and increasing the area of land for processing food. He asked the project consultant to complete the design documents to submit to the Department of Construction before March 20. In addition, the Department of Industry and Trade coordinates with the investor to hold a seminar to attract investment in Song Cau Industrial Cluster in June 2021.
