CRIEM project to be carried out

Khanh Hoa Provincial People's Committee agreed on the investment contents of the project to build climate change adaptive infrastructure for the ethnic minorities (CRIEM project). The project is expected to promote comprehensive economic growth, focusing on infrastructure development  for the ethnic minorities in the province.

At a recent meeting, Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee basically agreed on the investment contents of CRIEM project. The project will be implemented in Khanh Son, Khanh Vinh, and Cam Lam district with 3 main parts: upgrading transport infrastructure, improving infrastructure for production to support economic development for the ethnic minorities, upgrading disaster risk analysis technologies and systems to support  sustainable infrastructure adapting climate change.
 
Accordingly, part 1 includes 6 sub-projects. Khanh Son district has 4 sub-projects: new construction of Ko Ra bridge; building bridges and leading roads at the ends of Apai village's road (Thanh Son commune); to build the rescue road to Son Binh - Son Lam - Thanh Son; to build and upgrade Suoi Soc road (Son Binh commune). Khanh Vinh district has sub-projects to build and upgrade inter-commune roads of Khanh Thanh - Lien Sang and Cau Ba - Khanh Nam. Cam Lam district has a subproject on constructing a road to the SUF production zone in Van Son village (Cam Phuoc Tay commune, Cam Lam district).

Part 2 includes 5 sub-projects: Embankment to protect residential and productive land along To Hap river (the section passing Doc Gao village, To Hap town) to Son Hiep commune; building domestic water and irrigation water systems in Son Trung commune, Son Hiep commune (Khanh Son district); to build clean water supply systems in Khanh Phu and Song Cau communes; embankments to protect Trang river residential areas (Giang Ly and Lien Sang communes); to build embankments to protect residential areas along Cau river (Khanh Vinh district).
 
For part 3, will build new and upgrade stations for monitoring the flow, measuring rain, meteorology, and hydrology.
 
CRIEM project is assigned by the Provincial People's Committee to the Project Management Unit to invest in the construction of agricultural and rural development works in the province as an investor. The project has a total estimated investment capital of 39.2 million USD (equivalent to more than 900 billion VND) from ADB loans (Asian Development Bank). Project implementation period from 2021 - 2025. The concessional loan from ADB will finance the construction and installation items and consulting (construction supervision) of the subprojects. For the site clearance, operation management, loan interest ... will use local reciprocal capital. Mr. Quach Thanh Son - Director of Construction Investment Project Management Board of agricultural and rural development projects of the province, said the committee worked and checked the field with the ADB consultant team for all grades. work items and screen each content of the project, ensuring required criteria.
 
To implement the project, the Provincial Chairman Nguyen Tan Tuan requested the Provincial Management Board of investment projects to build agricultural and rural development works to review, survey the reality, review sub-projects in the the main component of the project, avoiding the case of overlap with projects and programs of the central government and the program on socio-economic development in the RRDR and the mountainous provinces; calculate the plan to pay interest rates and reciprocal capital for the project. On that basis, the concerned units and localities urgently complete the content of the proposed reports and submissions to submit to the Provincial People's Council for consideration and approval.
