Towards managing fishing ports synchronously

Major ports in Khanh Hoa Province receive thousands of fishing boats each year. In order to manage this activity synchronously and more closely, the provincial People's Committee has just issued a plan to exploit and use fishing ports and anchorage to avoid storms for fishing ships.

Khanh Hoa Fishery Work Management and Exploitation Center is assigned to manage four major fishing ports in the province, including Vinh Luong, Hon Ro in Nha Trang City, Da Bac in Cam Ranh City, Dai Lanh in Van Ninh District and 1 boat docking area to avoid storms in Ninh Hai (Ninh Hoa town). According to Le Hai Dung - Director of the center, up to now, the management and operation of fishing ports have complied with the regulations promugated by the province in 2003. After many years of application, this regulation has some limitations. Especially since the Fisheries Law came into effect in 2018, it is necessary to develop a plan to manage and operate fishing ports in accordance with the current situation and meet the requirements and provisions of the current law.

Each year, there are hundred thousands of fishing vessels inside and outside the province entering and leaving the major fishing ports in Khanh Hoa. Hon Ro Port, located in Phuoc Dong Commune, Nha Trang is a vibrant fisheries logistics center in the South Central region. Statistics in 2019 show that, at the 4 big fishing ports and the storm shelter, 177,000 ships docked at the ports, more than 43,000 boats entered the storm shelter, and 51,000 tons of seafood were handled at these ports.
 
According to the approved plan, under normal conditions, Khanh Hoa Fishery Work Management and Exploitation Center is the management unit of these ports. But during the time for fishing ships to anchor and avoid storms, these ports will be managed and operated by the Provincial Command for Natural Disaster Prevention and Rescue. Except for Vinh Luong and Dai Lanh ports that cannot be for avoiding storms, the remaining two fishing ports, Hon Ro and Da Bac, and Ninh Hai storm shelter can accommodate up to 3,800 boats to avoid storms. The management, safety and security of fishing boats when entering storm shelters are also decentralized, coordinated, and assigned to each specific unit.
 
The plan also assigns specific rights to the center to ensure security, order, environmental sanitation, food safety and hygiene, fire and explosion prevention in the ports; promptly detect and coordinate to handle violations occurring in the operation of fishing ports. Along with specific and strict regulations on the operation of fishing ports, the plan also sets a development direction in the coming time, that is investing in the complete construction of a specialized fishing port and a trading center, overcoming illegal fishing, and considering it as an opportunity to develop fisheries in a sustainable and responsible direction.
