Although there will be many difficulties in the last 6 months of this year, the provincial People's Committee proposes not to adjust the socio-economic targets set by the Provincial Party Committee and People's Council at the beginning of the year.

Due to the impact of the Covid-19 epidemic, economic indicators in the first 6 months of the province made little increase or even decrease compared to the same period last year. Specifically, GRDP of the province decreased by 12.02%; total retail sales of goods and services decreased by 32.71%; tourism revenue decreased by 71.77%, the number of tourist arrivals decreased by 79.02%; export turnover of goods decreased by 6.41%; domestic revenue only reached 35% of the estimate. Particularly, the index of industrial production saw a slight increase, only 0.68%.
 
The provincial People's Committee assessed that the Covid-19  epidemic is still happening in the world . This will affect the development, creating many challenges in fulfilling the socio-economic targets set earlier in the year. Especially industries and fields such as trade - tourism, agriculture, industry, import and export, budget revenue, job creation, etc.  will face difficulties the most.  Experts also forecast that it may take at least 1 year for the tourism to recover fully.
 
According to Director of the Department of Planning and Investment Tran Hoa Nam, the disease had a strong impact on the socio-economic development of the province. However, from the beginning of the year until now, the whole province has promptly implemented epidemic prevention and measures to limit the spread. In addition, the province has developed an action plan to implement groups of solutions to reduce the impact of the Covid-19 epidemic, remove difficulties for production and trading, perform tasks of socio-economic development, ensure the welfare, security, life safety and health for the people.

Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan: In addition to the basic solutions and tasks, the provincial People's Committee will accelerate the disbursement of public investment in 2020 as in the situation of Covid-19 epidemic , the focus on disbursing public investment to become a stimulus channel to motivate socio-economic development is necessary. In order to promptly remove difficulties and obstacles in order to accelerate the implementation and disbursement of the capital plan in 2020, the provincial People's Committee has directed departments, branches and localities to promptly review and implement their tasks. The problems that cause the slow disbursement progress will be prioritized to be solved.
Compared to the same period last year, GRDP of the province slashed sharply. In particular,  the figure of the first quarter of 2020 decreased by 9.3%, that of the second quarter decreased by 14%. For the first 6 months of 2020, the GRDP decreased by 12.02% over the same period last year.
 
Facing unpredictable movements of the disease, the provincial People's Committee determined that in the second half of the year, the socio-economic targets in 2020 will not be fulfilled and it is also difficult to predict the results by the end of the year. However, the provincial People's Committee said that the reason affecting the socio-economic development of the province was force majeure. Therefore, the Provincial People's Committee proposes not to adjust the socio-economic development targets in 2020 but the province will strive to achieve as much as it can. In particular, the GRDP in 2020 strives to be at least equal to or higher than that in 2019. Trade, services and tourism activities will be sped up in the remaining months to add value to the service sector, striving for 98% of the figure in 2019. At the same time, the province will attract investment, speed up the construction progress of projects using State budget and Non-State capital, create favorable conditions for industrial production projects to go into operation, and then industry - construction will increase by about 7% and industrial production index will rise by 4% over the previous year.
 
To achieve the above targets, the provincial People's Committee has set out a number of key tasks. Specifically, the province will accelerate the implementation of socio-economic reboot and development plans according to an appropriate roadmap. Departments and sectors should have plans to exploit resources, creating a driving force for socio-economic development. Trade, services, tourism, social investment, industrial production ... are particularly interested. At the same time, the province continue to strongly improve the investment environment to create motivation for businesses to develop, remove difficulties and create favorable conditions for accessing capital, credit and finance for production and trading companies. The policy of debt restructuring, debt freezing, rescheduling, exemption and reduction of loan interest ... for enterprises continues to be implemented. In particular, the provincial People's Committee requires from now until the end of the year focusing on attract large industrial projects in the fields of gas power, liquefied gas depots, industrial infrastructure... Areas such as Ninh Hai, Ninh Tinh (Ninh Hoa town) and Doc Da Trang (Van Ninh district) are expected to achieve the new investment attraction plan of about VND500 billion. In addition, the task of disease prevention, job creation, preparation for the Party congress at all levels ... are also being interested.
