According to the leader of the provincial Department of Industry and Trade, up to now, the whole province has established and decided the investment policy for 7 industrial clusters and 2 industrial zones. While Ninh Thuy Industrial Zone (Ninh Hoa town), Song Cau Industrial Cluster (Khanh Vinh District) and Dien Tho Industrial Cluster (Dien Khanh District) are under development, other industrial clusters and industrial zones have relative complete technical infrastructure. In these projects, environmental issues are paid special attention by provincial leaders. In the planning, authorities have proactively arranged factories and enterprises in a way that has little effect on the environment of the surrounding area. The newly created industrial clusters and industrial zones must give priority to enterprises that cause less pollution. Clean industry is a long-term orientation in the province.
 
Currently, to all new industrial projects, waste water treatment is always a mandatory item. If the wastewater treatment system is not yet available, it is still not allowed to hand over the site to secondary investors. At 2 industrial clusters Song Cau and Trang É, the wastewater treatment stations have been completed though businesses will come into operation in a long time. Mr. Phan Hoai Phuong - Director of Khatoco Real Estate Investment and Trading Co., Ltd. (the investor of Trang E Industrial Cluster) said that “Enterprises of the industrial cluster may start operation in at least over 1 year. However, according to the regulations, the investor has to complete the wastewater treatment plant before handing over the site to secondary investors.”

Close monitoring
 
During the past time, the authorities have been proactively inspecting and supervising the treatment as well as discharge in industrial zones and industrial clusters to prevent pollution and timely rectify violating cases. Currently, the whole province has 2 waste water treatment stations operating in Dien Phu Industrial Cluster and Suoi Dau Industrial Zone, which are closely monitored. The waste water treatment station of Dien Phu Industrial Cluster has a designed capacity of 1,500m3/day and night. Each day, the station processes about 200-250m3 of water. In order to monitor the waste water treatment process, the management of the industrial cluster has operated the measurement equipment according to strict standards. In addition, the provincial Center for Industry Encouragement and Trade Promotion has also the Technical Center for Standards, Metrology and Quality sample waste water three times a year to test, analyze and report to the authorities about environmental protection of industrial clusters.
 
In Suoi Dau Industrial Zone, the work of waste discharge as well as wastewater treatment is of special interest. Mr. Tran Dinh Tan - General Director of Suoi Dau Industrial Zone Joint Stock Company said that since the industrial zone invested in constructing the wastewater treatment system, the environmental issue has well controlled. Through precise specifications, system administrators will handle environmental pollution situations in time. At the same time, through the monitoring system, monitoring environment of companies also becomes easy. If there are any violations in the field of environment, they will be detected quickly. Currently, all enterprises in the industrial zone have connected wastewater to the common treatment system. Capacity of industrial waste water treatment system is 2,500m3 / day and night.
 
In addition, the installation of automatic monitoring system is also promoted. According to the report of the Environmental Protection Branch under the provincial Department of Natural Resources and Environment, there are 8 units in the province that need to install automatic wastewater monitoring system including Suoi Dau Industrial Zone and Ninh Thuy Industrial Zone , Dien Phu Industrial Cluster, Nha Trang Textile and Garment Joint Stock Company, Khanh Hoa Sugar Factory, Ninh Hoa Sugar Factory, Nha Trang Waste Water Treatment Plant, Sai Gon - Khanh Hoa Beer Factory. By this time, they have completed the installation of the monitoring system. After the installation of the automatic wastewater monitoring system, the provincial Department of Natural Resources and Environment does not need to set up regular inspection teams but can monitor environmental issues in enterprises continuously.
 
Mr. Bui Minh Son - Deputy Director of the Environment Protection Branch under the provincial Department of Natural Resources and Environment said, “Environmental issues in industrial zones and industrial clusters are of great interest to the leaders of provinces, departments and localities. Enterprises are also increasingly aware and responsible in this regard. In order to improve the efficiency of environmental management, the Environment Protection Branch regularly enhances the inspection, supervision and rectification of waste discharge and strictly handles violations. Besides, the branch focuses on strictly controlling the sources of pollution, strengthens the management of hazardous waste, consults appropriate solutions to improve the environment in the area and creates favorable conditions for attracting investment, contributing to the overall development of the province ".
