Disbursing  slowly
 
 According to a report of the provincial People's Committee, the province's total public investment in 2019 was nearly VND5,000 billion VND, nearly VND3,000 billion of which was the capital managed by the province . However, by the end of 2019, the whole province disbursed only more than VND1,300 billion, fulfilling 37% of the plan. A representative of the provincial Department of Planning and Investment said that the whole province has a number of projects with large investment capital in slow disbursement  such as project of sustainable environment project in coastal cities, Provincial Road 2, saltwater preventing dam on Cai River in Nha Trang, infrastructure for school and vocational training in the north of Hon Ong, Provincial Road 3, Nha Trang General Hospital, D30 Road, etc. Main reasons for the low disbursement rate was the low ground clearance, resulting in a delay in handing over the ground to the construction contractors; late investment procedures, etc.

Investing to ensure growth rate
 
Deputy Secretary of the Provincial Party Committee, Chairman of Provincial People's Committee Nguyen Tan Tuan said that, “The provincial People's Committee requires departments to accelerate ground compensation to implement the Provincial Road 3 project, quickly implement projects such as the saltwater preventing dam, environmental sanitation project ... Museum and children's house projects must also be considered and put into public investment soon. It’s necessary to solve troubles for secondary investors in industrial clusters for them to deploy projects, thereby stimulating socio-economic development.”
 
In the coming time, the province  will face many difficulties in socio-economic development caused by the Covid-19 epidemic. Therefore, in addition to implementating disease prevention and control, the province need continue the objectives of macroeconomic stability, and strive to achieving growth targets and socio-economic targets. One of the contents of the provincial People's Committee focusing on is to accelerate the disbursement of public investment right from the beginning of the year, considering it as a contribution to boosting production, business and motivation for economic growth.
 
The provincial leaders asked departments, branches and localities to urgently remove difficulties to promote public investment in 2020. In particular, note that infrastructure works damaged by natural disasters, large projects, important projects, national target programs, projects funded by ODA capital and foreign concessional loans; ensure the implementation and disbursement of the remaining capital of 2019 and the allocated capital in 2020; promote deployment of online bidding.
 
According to Standing Vice-chairman of the Provincial People's Committee Nguyen Dac Tai, in the solutions to boost economic growth, public investment is quite interested by the provincial leaders. In order to boost public investment, the provincial People's Committee has requested departments  and localities to accelerate the project evaluation process, basic design, drawing design, and cost estimation; promptly solve problems and difficulties, shorten the time for evaluation and approval. For ground clearance, the Provincial People's Committee requires the provincial Department of Finance, the provincial Department of Natural Resources and Environment, and People's Committees of districts, towns and cities to urgently consolidate councils, committees of compensation, support and resettlement.
