Bright spot of movement
Phong Ap Hamlet (Ninh Binh Commune, Ninh Hoa Town) was established nearly 340 years ago. Currently, the hamlet has 532 households with 2,078 people. It was the first locality which launched the movement “All people unite to build cultural life” in Ninh Binh Commune. From 1999 to now, the hamlet has always been recognized as cultural village and has met the standards of security and order. People's living standards have been being increasingly improved; dilapidated houses no longer exits; poor households have been only 0.75%; people’s cultural and spiritual life has been improved; people have complied with regulations and fulfilled obligations to the State. The hamlet has also formed many good and effective clubs and models.

From 2005 to now, all eight hamlets in Ninh Binh Commune have met the cultural village standards; the movement on building cultural families has been positively responded by the people; the number of cultural households has increased year by year. The movement has greatly contributed to the process of building new rural areas of the commune. The relationship between localities has been solidified through helping each other do business and build new cultural life. Many good examples and good deeds have been discovered through the movement.
During a recent field trip to inspect the implementation of the movement “All people unite to build cultural life” in Ninh Binh Commune and Phong Ap Hamlet, Major General Le Xuan Sang, deputy director of the Department of Propaganda and Training, General Department of Politics of Vietnam People's Army, stated that the locality was a bright spot of the movement.
Promoting movement
According to Dang Quoc Van, deputy director of Khanh Hoa Provincial Department of Culture and Sports, over the past time, the implementation of the movement “All people unite to build cultural life” has created a strong change in the awareness and operations of the authorities and organizations. Many unsound customs in weddings, funerals, and festivals have gradually been eliminated. The movement on building cultural families, cultural residential areas and civilized urban zones has been increasingly supported by the public.
However, there are still some difficulties in implementing the movement, such as time-worn cultural and sports facilities, lack of grass roots workers in cultural industry and appropriate policies to attract public contributions in culture and sports. In order to promote the movement, in the time to come, the provincial Steering Committee of the movement will improve the quality of cultural workers at all levels; encourage initiative, creativity and flexibility in the management and organization of cultural and sports activities; increase funds for cultural - sports institutions; and promote public contributions in building cultural and sports institutions and activities.
