Opening ways to renovate monuments

Currently, the values of some revolutionary and archaeological monuments in Khanh Son District haven't been fully promoted yet. Khanh Son District and Khanh Hoa Provincial Department of Culture and Sports have proposed ways to invest and renovate these monuments.

In Khanh Son, To Hap revolutionary base was recognized as a provincial historical monument in 2008; Doc Gao archaeological monument has been incorporated in the inventory of monuments. These monuments are the symbol of pride of Khanh Son people about the land’s tradition of revolutionary fighting as well as the unique culture of Raglai people living in the district. In order to promote the values of the monuments, the authorities chose locations which were expected to be convenient for the locals and visitors to visit and learn about the monuments. However, over time, the selected positions have revealed many inadequacies.

When it was recognized as a provincial-level monument, the historical monument cluster of To Hap revolutionary base was located in three locations: historical monument of To Hap revolutionary base in To Hap Town, historical monument of Xom Co revolutionary base in Son Binh Commune, and historical monument of Suoi Gia revolutionary base in Ba Cum Bac Commune. After the cluster of monument being ranked, the provincial Monument Preservation Center built two steles in To Hap and Xom Co. In 2017, these steles were repaired and embellished. However, the three monuments of the cluster of To Hap revolutionary base were located far from each other in the area of three communes and towns. This has caused difficulties in management, investment, preservation, and promotion of the monuments.
 
As said by Cao Minh Vy, Vice-Chairman of Khanh Son District People's Committee, the stele of Doc Gao archaeological monument (To Hap Town) has been declined and is located at a small area. Its precincts have also not been invested properly. As for the cluster of To Hap revolutionary base, Suoi Gia monument has not had a stele yet; the other two monuments are located in inconvenient and small areas, which are prone to erosion due to high rainfall.
 
Under regulations, monuments, after being ranked, will be handed over to the localities for management, renovation and exploitation. Acknowledging the difficulties in managing the cluster of To Hap revolutionary base, which includes three monuments in three localities, Mau Thai Cu, secretary of Khanh Son District Party Committee, has proposed the provincial People’s Committee build historical monuments of To Hap, Xom Co, Suoi Gia, and Doc Gao. Specifically, the district proposed to separate the historical monument cluster of To Hap revolutionary base into three separate monuments and to rank the three monuments separately because each monument is associated with the contributions and feast of arm of Khanh Son residents and soldiers in the past. Doc Gao archaeological monument was proposed to be ranked. The locations of steles also need to be considered. The district proposed to move the stele of To Hap revolutionary base to the area near the district Military Headquarters. The locality will continue to consider and choose suitable locations for the monuments of Suoi Gia, Xom Co and Doc Gao.
 
Reportedly, the provincial Department of Culture and Sports has submitted the proposal to separate the historical monument cluster of To Hap revolutionary base into three monuments to the provincial People’s Committee. This aims to create favorable conditions for the management, preservation, embellishment, and promotion of the monuments. The department has also suggested Khanh Son District to make unanimous decision on planning land for Doc Gao archaeological monument. After that, the provincial museum and Monument Conservation Center will carry out next steps according to regulations. After the monuments are ranked, the provincial Department of Culture and Sports will cooperate with People's Committee of Khanh Son District to make changes to the monuments and erect some monument signs at appropriate locations. The agencies will also continue to study methods to promote the values of the monuments.
