Hoang Thi Ngoc Diem, 26 years old, died soon after releasing her second child because of fatal disease. The infant, Tran Xuan Anh (born in April 2019), weighed 2,2 kg and was cared for in an incubator. Xuan Anh is living with her grandmother, Huynh Thi Hoa (born in 1957) in a small house in Tan Lam Hamlet, Binh Thuong Commune, Ninh Hoa Town.

As said by Tran Xuan Thanh, Xuan Anh’s father, he and his wife lived and worked as workers in Ho Chi Minh City. After giving birth to the first child in 2014, they had to send their child to live with Hoa in Ninh Hoa Town because their work did not leave them enough time to take care for the child.

Diem returned to her mother’s house to give birth to Xuan Anh. One month after birthing, Diem often felt tired and difficult to breathe. She was carried to Khanh Hoa General Hospital and then was transferred to Ho Chi Minh City Blood Transfusion Hematology Hospital. She was diagnosed to have heart failure and thalassaemia, which required blood transfusions. After receiving many treatments, Diem was discharged from the hospital. However, her symptoms suddenly became severe on June 12, which caused her death.

Since then, their circumstances became piteous. Xuan Anh’s grandparents earned their living mainly by farming. His grandfather died of stroke in 2009. Last year, Xuan Anh’s maternal uncle died of road accident, leaving his five-year-old child fatherless. Two-month-old Xuan Anh now is motherless, and is having treatment for severe pneumonia at Khanh Hoa General Hospital. The baby also has congenital heart disease. Hoa is looking after for her three grandchildren; two are motherless and one is fatherless.

Reportedly, Tran Xuan Thanh had to borrow VND65 million from a financial company; pay monthly interest and principal of about VND6.3 million. Hoa also borrowed money from policy programs for nearly-poor household to cover daily expenses. Thanh wishes that his child can get healthy soon so that he can focus on working to repay the debts and support his family.

Ngo Xuan Dai, Vice-Chairman of Ninh Thuong Commune People’s Committee, stated that, within this year, the commune would acknowledge Hoa’s family as a poor household so that they could receive social support.
